THE CITY OF MADEIRA BEACH, FLORIDA PUBLIC NOTICE BOARD OF COMMISSIONERS MEETING The Board of Commissioners of the City of Madeira Beach, Florida will meet at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below. 6:00 P.M. APPROVAL OF THE AGENDA A motion to approve the agenda was made by Commissioner Shontz and seconded by Commissioner Poe. PUBLIC COMMENT (limited to 3 minutes) Larry Lonn: He is the Vice Chairman on the Board of Directors for the Treasure Island and Madeira Beach Chamber of Commerce. Jill Masaro is the President and is present. They have observed the progress made by Madeira Beach, and that we, as a Board of Directors, are impressed with everything that has been achieved. He commended both the Board and the City ______1_I________B_O_C_Reguia_r_M_e_e_tin_g_0_3_/_04-/-20_1_4_ _ _ _ _ _ __ Manager. Cathy Lanshe: Has !!ved here near!y 11 years and has been to Commission meetings usually with complair.ts and served on the Planning Commission for four years. She is very happy with all the work and progress with City Hall and Archibald Park and the Snack Shack. She thanked the Board and the City Manager. Pam Cohen: Everything that the Board and City Manager have done in the last seven years that she has been here is incredible. They are progressive in their approach and way of thinking. Everyone has come together as a team and she thanks everyone for the work they've done. John Leep: He and his wife were encouraged to look elsewhere from Madeira Beach because the property values would be better other places. They decided to live here because they love the area and are pleased with everything the CM has done. He is also impressed with the policing and the City Hall construction. People see Madeira Beach differentiy now, and it's so positive. He is happy with the administration now and the teamwork demonstrated in the City. Wayne Butterfield: Owns a business in John's Pass since October 2007. He appreciates all the improvements to John's Pass and the City. We have come a long way and there are a lot of positive things happening. He says to keep up the great work. Jim Everett: He chaired the Planning Commission and has served there for four years. He attributes where they are now to the City Manager. The way the City is run is incredibly more efficient and effective. He thinks that the City is now 'proactive' rather than 'reactive' and thanks the Board and staff for these accomplishments. Larry Roeloffs: He, too, is very impressed with what is going on in this City. He often heard in the past that they had a great surplus and all this money but with infrastructure that needed a lot of improvement. He loves that the Board and CM are making improvements and construction that are actually bettering the City. Matthew Powers: Owns several businesses in the City. Since the Board and the CM have been working so well together in this administration, there has been so much improvement. He used to be angry when he came to Commission meetings and now he loves the support and structure the City provides. Mayor Palladeno: Commended Mr. Powers as the President of the John's Pass Merchants Association. The idea was that Madeira Beach is the center of the barrier islands and should be a leader in Pinellas County. Len Piotti: He is also very proud of what is being accomplished in the City. He wishes he could have made this kind of progress in the past. He enjoys the positive environment and is glad for the lack of bickering and infighting that he observed in the past as a citizen and former Commissioner. The relationship between businesses and residents has also greatly improved. He congratulated the Board and staff and appreciates all their hard work. Mayor Palladeno noted that all of this progress is a result of teamwork, not only between the Board and staff, but also between the community and residents themselves. The Board appreciates the positivity and closes public comment. PRESENTATIONS/PROCLAMATIONS 1. PRESENTATION BY FIRE CHIEF-- THE PINNING OF TWO NEW FIREFIGHTERS BY MAYOR PALLADENO Fire Chief Derrvl O'Neal: Is proud to present to the Board and the citizens here the two newest firefighters to join the force at the Madeira Beach Fire Department: Jacob Foster and John Schlepee. Mayor Palladeno: Asked the entire force to come forwards for the swearing in of the two new firefighters. The new firefighters were then pinned by Fire Chief O'Neal. He thanked the Fire Department for all they do for the City. The Mayor continued to introduce the City Manager's family that was present in the audience tonight: Kevin and Laurie Crawford, and also his wife, Ina Crawford. BOC Regular Meeting 03/04/2014 G. CONSENT AGENDA 1. SPECIAL EVENT WILD WEST KINGFISH TOURNAMENT SERIES- Tournament#1 -on Saturday, April 121h, 2014 (live music, weigh-in and awards ceremony). Schedule includes set-up beginning at 9:00 a.m.; the event will run from 12:00 noon to 10:00 p.m. It will be held in John's Pass Village. James Mulz: This is the third year of the Wild West King Fish series at John's Pass. As a tournament director here in Madeira, it is very nice to work with an accommodating City. He appreciates that his event is able to be here. Last year, there were 28 boats involved and has increased to 40 this year. Some of the JPV merchants are getting more involved, there will be a gold coin provided to give discounts lo people going to this event. They are working to get more people moving through the Village. 2. SPECIAL EVENT WILD WEST KINGFISH TOURNAMENT SERIES- Tournament #2 - on Saturday, April 261h, 2014 (live music, weigh-in and awards ceremony). Schedule includes set-up beginning at 9:00 a.m.; the event will run from 12:00 noon to 10:00 p.m. It will be held in John's Pass Village. 3. SPECIAL EVENT 14th Annual John Levique Pirate Days - May 9th from 3:00 p.m. to 11 :00 p.m., May 10th from 10:00 a.m. to 8:00 p.m., and May 11th from 10:00 a.m. to 6:00 p.m., hosted by the John's Pass Village Association. Suzie King: The event will be pretty similar to years past. They appreciate the cooperation with the City. This is a major tourist area and all the improvements really help to promote the City. There are a lot of activities for children and families. 4. AUTHORIZATION OF BUDGET EXPENDITURES The Fire Department has requested a vehicle to be used in an ALS capacity a 2014 Ford Explorer in the amount of $28,147, the vehicle will be purchased in accordance with the terms and conditions of the Florida Sheriffs Association state contract. 5. AUTHORIZATION TO DECLARE SURPLUS PROPERTY See Enclosure 6. CONTRACT APPROVAL SPORTS OFFICIATING AGREEMENT between the City of Madeira Beach and the Greater Pinellas Cities Officials Association, Inc. to provide officiating services for all adult softball games and tournaments conducted by the City through its Recreation Department. ORDINANCE 2014-01 A SECOND READING OF AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA, AMENDING CHAPTER 66 (TRAFFIC AND VEHICLES), ARTICLE II (SPEED LIMITS}, SECTION 66-34 (DESIGNATED SPEED LIMITS) TO CLARIFY SPEED LIMITS ON SPECIFIC ROADS; BY PROVIDING FOR REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH TO THE EXTENT OF SUCH CONFLICT; BY PROVIDING FOR SEVERABILITY; AND BY PROVIDING FOR AN EFFECTIVE DATE. The CA read the second reading of Ordinance 2014-01 by title only. A motion to approve Ordinance 2014-01 was made by Commissioner Poe and seconded by Commissioner Shontz. ORDINANCE 2014-02 A SECOND READING OF AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA, AMENDING THE CITY OF MADEIRA BEACH CODE OF ORDINANCES, SUBPART A (GENERAL ORDINANCES), CHAPTER 42 (OFFENSES AND MISCELLANEOUS PROVISIONS), ARTICLE II (SPECIAL EVENTS); SECTIONS 42-18 (PERMIT APPLICATION), 42-19 (STANDARDS OF APPROVAL), AND 42-21 (APPROVAL AND DURATION OF PERMIT), TO ALLOW THE CITY MANAGER TO GIVE APPROVAL FOR SPECIAL EVENTS; BY PROVIDING FOR READING BY TITLE ONLY; BY PROVIDING FOR SEVERABILITY; TO REPEAL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND BY PROVIDING FOR AN EFFECTIVE DATE THEREOF The CA read the second reading of Ordinance 2014-02 by title only. V-M Lister: In the past, there was a trust issue but with the relationship and teamwork the Board and Staff have been able to foster, that is no longer the case. He notes that it is great that there is confidence to let the CM approve these types of events. A motion to approve Ordinance 2014-02 was made by Commissioner Shontz and was seconded by Vice-Mayor Lister. CITY MANAGERS EVALUATION Commissioner Poe: In the last two years, people keep asking her how we've Deen able to achieve so much in the City and she accredits this to the work that the CM has done. The Mayor agreed and also commended him. Commissioner Shontz: Praised what he's been able to achieve and how fortunate the City was to have him here and what a wonderful experience it has been. The people take on the personality of the leader and he creates a good atmosphere and working relationship. Commissioner Hodges: Wanted to let him know that everything that's happening is great. Madeira Beach is on the move thanks to Shane. Robert Shaw: Things are now running so smoothly, will they discuss reducing the Board's salary? The Board assures they work hard and spend their salaries wisely. Commission Shontz made a motion that the Board of Commissioners authorize the City Attorney to draft a third amendment to the Employment Contract of the City Manager amending Subsection A of Section 3 to read: A. City agrees to pay Manager an annual base salary of One Hundred Twenty-Four Thousand One Hundred Twenty-Five Dollars and Thirty Cents (which is an increase of 3%) payable in accordance with the City's payroll procedures, retroactive to the anniversary date of January 17, 2014. And amend subsection B of Section 4 of the Employment Agreement to read: BOC Regular Meeting 03/04/2014 B. Manager shall be provided annual vacation leave equal to thirty-five (35) workdays per calendar year, accrued on the date of employment retroactive to the anniversary date of January 17, 2014. Accrual of vacation leave shall not be capped and the Manager shall be entitled to sell back, annually, any unused vacation leave on the anniversary date of his employment. The motion was seconded by Commissioner Poe. CM: Thanks the Board and the support from the citizens tonight. The Board has to make these difficult decisions while he and the staff just carry that out. There has been a lot of success lately. He appreciates that they know their roles and don't interfere with the day-to-day operations and responsibilities of the CM. REPORTS/CORRESPONDENCE • CITY COMMISSION Commissioner Shontz: It's that time of year for Food for Thought at the Library. It will be held on Saturday, April 5111 from 6-9 pm. Food, beer and wine, raffles and live music will be at this event. It costs $20 for advance tickets and $30 at the door. Mayor Palladeno: Back to the CM Evaluation, the CM made a perfect score - all S's. The Tourist Development Council met recently and everything is going well. They plan to break last year's record. He will also be meeting with EMS to discuss some of the issues of coverage - Madeira covers the Redingtons so we hope to get more funding for that. Yesterday, there were also 50 people here to film for the TDC. The three cities featured in this tourism film were St. Pete, Clearwater, and Madeira Beach. Commissioner Shontz: Is excited for the Ground-Breaking Ceremony on Friday and welcomes the City to it. Commissioner Poe: In regards to Biggert Waters, she was invited back to Tallahassee to try and get work done to improve the quality of the area. She also went to a budget seminar and was the only commissioner there; it was mostly just Finance Directors. • CITY ATTORNEY CA: Thanked the CM for his work and the positive environment at the Commissioner meetings. He and all the attorneys note how great Madeira is in this regard. • CITY MANAGER CM: The agenda for the Ground-Breaking Ceremony has been given to you. The entire ceremony should last about 15-20 minutes and the rest will be a banquet. Bay News 9 and pretty big media outlets will be covering this for the open house. He will be working on a hybrid system for free parking for events and this item will be put on the Workshop next month. • CITYCLERK CC: Congratulations to the CM. sl BOC Regular Meeting 03/04/2014 K.
