THE CITY OF MADEIRA BEACH, FLORIDA PUBLIC NOTICE BOARD OF COMMISSIONERS FIRST BUDGET HEARING MINUTES The Board of Commissioners of the City of Madeira Beach, Florida will meet at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below. !&:00 P.M. TUESDAY, SEPTEMBER 5, 2017 COMMISSION CHAMBERS I A. CALL TO ORDER -The meeting was called to order at 6:02 p.m. B. ROLLCALL MEMBERS PRESENT: Maggi Black, Mayor John Douthirt, Vice-Mayor Nancy Hodges, Commissioner District 2 Nancy Oakley, Commissioner District 3 Staff Present: Derryl O'Neal, Acting City Manager Erica Augello, City Attorney (CA) Andrea Gamble, Interim City Clerk Walter Pierce, Finance Director (FD) Dave Marsicano, Public Works/Marina Director (PW/MD) C. PULIC COMMENT Linda Hine -A big thank you for improvements with the City Website. Tom Edwards - Concerns on the 4% salary raise for staff- should be 3%. Marvin Merrill - Concerns with the 4% salary increase - budget needs to be challenged -too many expenses. with Rec Centre e.g. travel and uniforms. Deby Weinstein - Last five years put the City in a hole. Can cost of living wording be changed? Walter Pierce - indicated that he had 3.5 months to complete this Budget. He would like to start the FY2019 Budget much earlier and try to implement merit into future raises. He also indicated that most of the Beach Communities were giving 3.5% salary increases for employees. The cost of a 1% raise is $23,000.00. An additional fire fighter position in the FY2018 Budget was eliminated saving $71,400. Some of this savings went to increasing the Professional Services Account in the Community Development Department, $50,000 was put back in the Budget for Capital Road and sign repair and $6,100 was put into Unassigned Fund Balance. Madam Mayor- read Commissioner Lister's comments in his absence. Commissioner Hodges - The budget for fire department is misleading e.g. kitchen supplies - Chief O'Neal will give a breakdown. Commissioner Oakley- Had concerns regarding the concession stands at Archibald Park and South Beach - Dave Marsicano will produce a breakdown on the contract. D. NEW BUSINESS 1. ORDINANCE 2017-10 A FIRST READING OF AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA, ESTABLISHING THE MILLAGE RATE FOR FISCAL YEAR 2018; PROVIDING AND ANNOUNCING THE NAME OF THE TAXING AUTHORITY, THE ROLLED-BACK MILLAGE RATE, THE PERCENTAGE INCREASE OVER THE ROLLED-BACK MILLAGE RATE, AND THE MILLAGE RATE TO BE L.EVIED; PROVIDING FOR READING IN ITS ENTIRETY; AND PROVIDING FOR AN EFFECTIVE DATE.  A motion was made by Commissioner Oakley to approve Ordinance 2017-10, seconded by Vice Mayor Douthirt. ORDINANCE 2017-11 A FIRST READING OF AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA, ADOPTING THE BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2017 AND ENDING SEPTEMBER 30, 2018; PROVIDING FOR READING IN ITS ENTIRETY; AND PROVIDING FOR AN EFFECTIVE DATE.
