THE CITY OF MADEIRA BEACH, FLORIDA PUBLIC NOTICE BOARD OF COMMISSIONERS WORKSHOP MEETING MINUTES The Board of Commissioners of the City of Madeira Beach, Florida will meet at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below. ! 2:00P.M. PRAYERS BY COMMISSIONER LISTER FOR OUR BROTHERS AND SISTERS IN THE STATE OF TEXAS MEMBERS PRESENT: Maggi Black, Mayor John Douthirt, Vice-Mayor Terry Lister, Commissioner District 1 Nancy Oakley, Commissioner District 3 STAFF PRESENT: Derryl O'Neal, Acting City Manager Erica Augello, City Attorney {CA) Andrea Gamble, Interim City Clerk Walter Pierce, Finance Director {FD) Dave Marsicano, Public Works/Marina Director {PW/MD) D. TOPICS 1. BOARD OF COMMISSIONERS POLICY HANDBOOK UPDATE/CODE OF CONDUCT - Vice Mayor Douthirt Newsletter - The City currently has a Contractual Agreement with The Wave to distribute the quarterly newsletter for the City. It was suggested the City needs to manage the newsletter or bid this out. The current contract with Wave expires in October. Website -The City Website is currently work in progress- this needs to be more user friendly. Chief Derryl O'Neal indicated that Network People are assisting us w ith redesigning the web site at no extra cost per our agreement with them. Miranda Borchardt {from the Recreation Center) is assisting with this redesign. Government Access Channel - Channel 640 Government channel is free TV Channel. Official Correspondence - Change the word Master Board to Website. General Rules - City Attorney should read - The City Attorney or their assistant. General Rules - City Clerk should read - The City Clerk or their designee. Rules of Order- 11th Edition should read - current edition. The Jim Black Volunteer of the Year award - this should remain and on the resolution. Order of Business - should include BOC before regular meetings. Notice Boards - City Clerk to update boxes for public notices. 2. CITY MANAGER CONTRACT - Chief Derry/ O#Neal City Attorney to redraft contract to include Salary Range, Car Allowance, ICMA member and Retirement to be commensurate with the DROP program. 3. PUBLIC COMMENT Robert Preston - Unmarked vehicles are open to abuse. City Manager's probationary period needs to be six months. City Manager's salary should not start at $125,000, but should start at $116,000.
