THE CITY OF MADEIRA BEACH, FLORIDA PUBLIC NOTICE BOARD OF COMMISSIONERS WORKSHOP MEETING MINUTES The Board of Commissioners of the City of Madeira Beach, Florida will meet at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below. !2:00P.M. TUESDAY, AUGUST 22, 2017 COMMISSION CHAMBERS I A. CALL TO ORDER - The meeting was called to order at 2:02 p.m. B. ROLLCALL MEMBERS PRESENT: Maggi Black, Mayor John Douthirt, Vice-Mayor Terry Lister, Commissioner District 1 Nancy Oakley, Commissioner District 3 STAFF PRESENT: Derryl O'Neal, Acting City Manager Erica Augello, City Attorney {CA) Andrea Gamble, Interim City Clerk Walter Pierce, Finance Director (FD) Dave Marsicano, Public Works/Marina Director (PW/MD) Doug Andrews, Events and Recreation (PZD) Madam Mayor announced that Hugh Lamont passed away on 11th August. Hugh was Mayor from 1988-1990. Our thoughts and prayers go out to the family. C. TOPICS 1. TITLE SPONSORHIP OF $5000 DONATION FOR THE VETERANS BOAT PARADE - Karen Hellsinger presenting Ann Ragmussen, Karen Hellsinger and Roger presented the different charities for the Veterans Boat Parade -they were requesting the city give a donation and support to this event. Chief Derryl O'Neal explained Council will vote on this at the next regular Board of Commissioners Meeting which is on 12th September, 2017 at 6:00pm 2. PRESENTATION ON ENERGY EFFICIENCY - Rick Disney & Mack Sasser presenting Mack Sasser presented energy savings of up to 58% for the City- Mack Sasse r's team would like to do a City Range preliminary assessment. A consensus from the Board to go ahead with the assessment. 3. CITY ATTORNEY USAGE - AGENDA SETTING AND PROCEDURES - Erica Augello Erica explained the usage of the City attorney position for the City and that she will be available in person every two weeks on Monday's @ 9:00am - 11:00am. 4. CITY ATTORNEY RFQ FULFILLMENT- Chief Derry/ O'Neal Vice Mayor Douthirt would like the City Attorney RFQ to be posted on the website for 30 days as this was wrongly posted in the RFP section of the website. The RFQ will also be advertised in the Tampa Bay Times and the Beach Beacon. The Board of Commissioners will interview each applicant after the 30 days. 5. BOARD OF COMMISSIONERS POLICY HANDBOOK UPDATE/CODE OF CONDUCT- Vice Mayor Douthirt Council would like to apply changes to the policy handbook and a workshop has been scheduled for Tuesday 29th August at 2:00 pm 6. ORDINANCE 2017-09- REPEALING AND REPLACING DIVISION 14, SECTION 110-940- MEDICAL MARIJUANA DISPENSARIES. Erica Auglleo Erica Auglleo can implement a ban and Zoning Land Development Code to ban the dispensaries - Erica has advised the City to ban the dispensaries as this can also be repealed if anything should change. This item has been tabled for the next BOC meeting on 12th September. 7. APPLICATIONS FOR BID COMMITTEE - Doreen Moore, Paul Tilka, George Mohns, Marilyn Rappa, Gerri Clyatt This item has been moved to the next BOC meeting on 12th September @ 6:00pm so council can vote. 8. APPLICATIONS FOR CHARTER COMMITTEE - Sam Baker, Doreen Moore, Paul Tilka, Elaine Poe, June Mohns and Gerri Clyatt This item has been moved to the next BOC meeting on 12th September @ 6:00pm so council can vote. 9. APPLICATIONS FOR BUDGET COMMITTEE - Deby Weinstein, Marvin Merrill, Marilyn Rappa, Dareen Moore, June Mohns and Tam Edwards This item has been moved to the next BOC meeting on 12th September@ 6:00pm so council can vote. 10. PLANNING COMMMISSION TERM DURATION - Vice Mayor Douthirt Andrea Gamble will have the term dates by the next BOC meeting on 12th September. 11. CIVIL SERVICE COMMITTEE - Vice Mayor Dauthirt Lacy Lafave will have the members and term dates for the next BOC meeting on 12th September. 12. CITY MANAGER CONTRACT - Chief Derry/ O'Neal The Contract is tabled for a workshop meeting on August 29th at 2:00pm for discussion. 13. CODE REVISIONS FOR REDEVELOPMENT- Luis Semo Luis Serna would like to have a consensus to direct staff to consider code revisions to address redevelopment. 14. DISCUSSION ON POSITIVE & PRODUCTIVE WORK ENVIRONMENT AND MORALE - Chief Derry/ O'Neal Chief Derryl O'Neal explained that the employees are doing a great job and that the City needs to look at Goals and Objectives for the future. 15. ALS FIRST RESPONDER AGREEMENT- Chief Derry/ O'Neal & Walter Pierce This item has been moved to the next BOC meeting on 12th September. FROM THE DIAS LOG -ADDITIONAL ITEMS REQUESTED TO BE DISCUSSED 16. TO DISCUSS CHAMBERS OF COMMERCE KIOSK AT JOHN'S PASS. The current lease has expired - both chambers were asked to submit a proposal for the next BOC meeting on 12th September. 17. TO DISCUSS THE CITY CLERK POSITION. Council Consensus was to re-post the postion.  Erica Augello requested a Shades meeting, Commissioner Oakley requested an inventory of the gym equipment and opening it up to more people. Vice Mayor Spoke about the Home Rule - that the State is pushing to take away more authority from Municipalities and has encouraged residents to call their local legislatives to express their concerns. Vice Mayor would like to have a resolution for the next BOC. Chief Derry O'Neal introduced Linda Portal, the City's new Planning and Zoning Director. Linda started on Monday. ADJOURNMENT@ 3:51 P.M.
