BOARD OF COMMISSIONERS MEETING MINUTES SPECIAL BUDGET MEETING November 28, 2017 Page 1 of3 A special budget meeting ofthe City of Madeira Beach Board of Commissioners was held at 6:00 p.m. on November 28, 2017 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. Mayor Black called the meeting to order. MEMBERS PRESENT: Maggi Black, Mayor Terry Lister, Commissioner District 1 - Absence Excused Nancy Hodges, Commissioner District 2 Nancy Oakley, Commissioner District 3 John Douthirt, Vice-Mayor/Commissioner District 4 STAFF PRESENT: Derryl O'Neal, City Manager Patrick Perez, Interim City Attorney (CA) Andrea Gamble, Administrative Support Specialist Walter Pierce, Finance Director (FD) Dave Marsicano, Public Works/Marina Director (PW/MD) A. CALL TO ORDER Mayor Black called the meeting to order at approximately 6:01 p.m. B. ROLLCALL Clerk Clara VanBlargan called the Roll. Mayor Black stated the reason that was stated for the recall of Commissioner Oakley and Commissioner Douthirt. Commissioner Douthirt said there needed to be public discussion about it at the next BOC meeting. C. PUBLIC COMMENT There were no comments made by the public. D. UNFINISHED BUSINESS 1. ORDINANCE 2017-12, BUDGET AMENDMENT FOR FISCAL YEAR 2017 (BEGINNING OCTOBER 1, 2016 THROUGH SEPTEMBER 30, 2017) - SECOND READING & PUBLIC BEARING Interim City Attorney Perez read Ordinance 2017-12 in its entirety. Finance Director Walt Pierce reviewed the agenda item. The Mayor entertained a motion for the adoption of Ordinance 201 7-12. OPENED PUBLIC HEARING There were no comments made by the public. CLOSED PUBLIC HEARING ROLL CALL VOTE: Commissioner Oakley "YES" Vice-Mayor Douthirt ''YES" Commissioner Hodges "YES" Mayor Black "YES" The motion carried 4-0. 2. HIRING OF CITY ATTOR.:.~EY Mayor Black entertained a motion to appoint a new city attorney. Commissioner Oakley made a motion to appoint Ralf Brookes as City Attorney. Vice-Mayor Douthirt thanked both applicants and for their patience with the Commission. Interim City Attorney Perez advised that if the Commission was wanting to appoint immediately it might be beneficial to pick a specific date as to when to do that and then their law firm would help to make that a smooth transition or make the motion on a certain date pending a negotiated contract. Following discussion, Commissioner Oakley made a motion to appoint Ralf Brookes as the City Attorney effective December 11 th pending his contract. Mayor Black opened to public comment and there were no comments made by the public. Vice-Mayor Douthirt seconded the motion. The Commission agreed to stay with a retainer. Commissioner Oakley asked if there needed to be a motion to that and the interim City Attorney said no. E.
