BOARD OF COMMISSIONERS MEETING MINUTES WORKSHOP AGENDA SETTING MEETING November 14, 2017 Page 1 of2 A workshop agenda setting meeting of the City of Madeira Beach Board of Commissioners was held at 5:45 p.m. on November 14, 2017 in the Patricia Shontz Commission Chambers at City Half, located at 300 Municipal Drive, Madeira Beach, Florida. Mayor Black called the meeting to order. MEMBERS PRESENT: Maggi Black, Mayor John Douthirt, Vice-Mayor, Commissioner District 4 Terry Lister, Commissioner District 1 Nancy Hodges, Commissioner District 2 Nancy Oakley, Commissioner District 3 CITY STAFF PRESENT: Derryl O'Neal, Acting City Manager Erica Augello, City Attorney Clara VanBlargan, City Clerk Walter Pierce, Finance Director Dave Marsicano, Public Works/Marina Director A. CALL TO ORDER Mayor Black called the Agenda Setting Meeting to order at 5:45 p.m. B. ROLLCALL City Clerk Clara VanBlargan called the roll and all Commission members were present. C. WORKSHOP AGENDA SETTING MEETING • Outflow Maintenance - Commissioner Lister reported that according to a 2012 report on the outflows of the City we have around 150 to 175 outflows. He would like that workshopped to make sure we consistently get those maintained and cleaned out. David Marsicano, Director of Marina and Central Services, said they are maintained yearly. • City of Madeira Beach Parks - Commissioner Lister said there are seven pocket parks in his neighborhood. These parks have been unavailable to the constituents, the residents of Madeira Beach and the project is coming to an end. He said he would like to revisit the Park report he received back in 2008 or 2009 after he was elected on the City-wide park system because he would like to make everybody aware of which parks we have, the locations, and how they would be utilized. A lot of people are wanting to do a garden on the small pocket parks and he is not sure if we are supposed to give them the okay to do that. We don't want them to start doing that without permission. • Agenda Management Software - City Clerk Clara VanBlargan she has been meeting with iCompass, an agenda management company to bring more transparency. The program will make the agenda packet reader friendly. It will contain links to make it easier for the public to access and read the information about the agenda items instead of having to read through a long pdf document to find the information they are looking for. iCompass will be at the next workshop to give a presentation. • Chicken Discussion - Mayor Black asked that the chicken discussion be placed on the workshop agenda. Commissioner Oakley said it might be better to wait until the new City Attorney came on Board because the lady wanting the chickens would like to talk about a permitting process she BOARD OF COMMISSIONERS MEETING MINUTES WORKSHOP AGENDA SETTING MEETING November 14, 2017 Page 2 of2 has and ask if she could be responsible for the enforcement part of it. Commissioner Oakley said she has already spoke to the lady about it and she is okay with waiting on the new attorney. • John's Pass Kiosk - Mayor Black asked the status of the Kiosk at John's Pass. The City Manager said they have been gathering more information about an option the City might have about the Kiosk, so he would like the item to be workshopped again. • Planning Commission Vacancy - Mayor Black asked to place the Planning Commission vacancy on the next Workshop agenda. Vice-Mayor Douthirt said he would like the vacancy advertised another 30 days to get more applications and Commissioner Lister agreed and said the item does not need to be workshopped. Vice-Mayor Douthirt said he would like the item placed on the next regular meeting to appoint someone to fill the vacancy. • 9-1-1 Memorial Update- Commissioner Lister said he would like the person requesting the $1,400 for the new solute to the fallen first responders to give a presentation. The City Manager said that had already been taken care of. Commissioner Oakley said we only talked about it in a workshop and asked if the item came to a BOC meeting. Commissioner Lister said it was at the deception of the City Manager to have those funds available. It was in his budget to give them that without BOC approval. He would like them to still come give an update. The City is maintaining it. He would like to know what it is costing the City and to see how much they are wanting to do. • Gym - Mayor Black asked to have another discussion on the gym to see what we need to do with it. Mr. Marsicano said he will send the Pocket Park Report out to everybody so everyone will know what we are talking about. There being no further discussion Mayor Black adjourned the workshop meeting.
