THE CITY OF MADEIRA BEACH, FLORIDA PUBLIC NOTICE BOARD OF COMMISSIONERS SPECIAL BUDGET WORKSHOP The Board of Commissioners of the City of Madeira Beach, Florida will meet at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below. 5:00PM TUESDAY, AUGUST 11, 2015 COMMISSION CHAMBERS A. CALL TO ORDER-The meeting was called to order at 5:00 p.m. B. ROLLCALL MEMBERS PRESENT: Travis Palladeno, Mayor Elaine Poe, Vice-Mayor Terry Lister, Commissioner District 1 Nancy Hodges, Commissioner District 2 Patricia Shontz, Commissioner District 4 STAFF PRESENT: Shane B. Tenaglia, Assistant City Manager/Finance Director (ACM/FD) Dave Marsicano, Public Works/Marina Director (PW/MD) C. TOPICS 1. DISCUSSION ON FY2016 PROPOSED BUDGET Shane B. Crawford, City Manager Vincent M. Tenaglia, Assistant City Manager/Finance Director CM: The budget is now in the hands of the Commission. We have incorporated the changes and input form the Board members. The first thing you see in front of you is a comparison of the millage rates. You can see that Madeira Beach is still in the lower to mid-range compared to the other cities in the county. ACM/FD: Each year, staff prepares three versions of the budget document: proposed, tentative, and adopted. The tentative FY2016 budget is the one that will be presented at the September 3rd public hearing. He has also attached a list of the budget amendments made since July 1st when this document was first presented, including: a parking rate change, a new code enforcement position, City Centre project additions, and a marina boat acquisition. CM: Most of the department heads' salaries were on the lower end of the comparable city spectrum. The City Clerk raise has also been included since she was left out of the department heads because she is supervised by the Board of Commissioners. The Marina boat acquisition was a request from Vice-Mayor Poe for use by multiple departments. PW /MD: We also maintain all of the waterway markers now, so we need to be able to get out there and mark, map, and determine what needs to be maintained. It will also be available for other departments such as Code Enforcement and the Fire Department to use as well. 08/11 / 2015 BOC Special Budget Workshop Page 1 12 With no additional changes, the consensus was to present the tentative FY2016 budget at the Special Budget Meetings scheduled for September 3 rd for public hearing and a vote.
