THE CITY OF MADEIRA BEACH, FLORIDA PUBLIC NOTICE BOARD OF COMMISSIONERS SPECIAL MEETING AMENDED AGENDA The Board of Commissioners of the City of Madeira Beach, Florida will meet at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below. 1:30 P.M. APPROVAL OF THE AGENDA Motion was made by Vice-Mayor Lister to approve the agenda, take each item up individually on the consent agenda, and refer item 2 to the next available meeting and was seconded by Commissioner Hodges. PUBLIC COMMENT (limited to 3 minutes) Steve Kochick 15301 2"d St East: There was no scheduled meeting posted today on the City's website on the calendar. In the budget, he would like to see a line item for the high and dry and public works to keep it in mind. He wants to see $10,000.00 allocated in accounting for that project. He doesn't want to see a lease with specific time-line stipulations. There is a police officer doing code enforcement due to the high crime and because the city is spending $80,000.00 on that issue. G. CONSENT AGENDA CONTRACT/AGREEMENT APPROVAL 1. APPROVAL OF INTERLOCAL SERVICE AGREEMENT FOR TRAFFIC CONTROL SIGNALS & RELATED DEVICES BETWEEN PINELLAS COUNTY AND THE CITY OF MADEIRA BEACH Motion was made by Commissioner Lister to approve lnterlocal SerYice Agreement for Traffic Signals & Related Devices between Pinellas County and the City of Madeira Beach and was seconded by Commissioner Shontz. CM: Nothing has really changed from the last time this was brought up. It wasn't clear on the previous minutes how this item was addressed on the agenda and now needs a clear delineation on how the City is addressing it. Mayor Palladeno: Thfs was brought up with the BIG-C and FOOT. Commissioner Shontz: This is for $30,569.00? APPROVAL OF LEASE AGREEMENT FOR BUILDING WtTH STORAGE FOR GARBAGE TRUCKS & VARIOUS PUBLIC WORKS EQUIPMENT CM: Requests that this item be referred to the next possible meeting in order to give the staff more time to work on It. This might make a special meeting necessary. 3. TRAFFIC SIGNAL MAINTENANCE AND COMPENSATION AGREEMENT WITH STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION Motion was made by Commissioner Poe to approve traffic signal maintenance and compensation agreement with state of Florida Department of Transportation and was seconded by Commissioner Shontz. RESOLUTION 2013-32 -A RESOLUTION OF THE CITY OF MADEIRA BEACH, FLORIDA, PROVIDING FOR A PROPOSED MILLAGE RATE FOR AD VALOREM TAX REVENUE FOR FISCAL YEAR 2014 AT A RATE NOT TO EXCEED 1.7900 MILLS OR $1.7900 PER $1,000 OF ASSESSED PROPERTY VALUE; PROVIDING FOR PUBLIC HEARING DATES; AND PROVIDING FOR AN EFFECTIVE DATE BOC Special Meeting 7/23/2013 Motion was made by Commissioner Hodges to approve Resolution 2013-32 and was seconded by Vice-Mayor Lister. CM: Budget is balanced at 1.79 millage rate without having to utilize any reserves for the operating budget. Not many municipalities in the area can say that. Going on record that the City will need a millage rate increase next year. He thinks that the City is a year ahead of raising the storm water fees and there is a more structured way of doing that in the future. There will not be a storm water increase, but there will be a parking increase. There will be a possibility of modifying a capital project of the utility undergrounding. This will lessen the financial blow, which could go to the high and dry. By changing around this project, it will make room for everything else. The City wants to space out projects because the existing staff needs to attend to all of these projects in a formulaic and thorough way. The undergrounding of utilities is the most expensive, contentious (getting everyone on Gulf Blvd involved), and very involved. A millage rate increase wouldn't be considered fiscally irresponsible; it would mean that this City is providing the necessary and requested services to its citizens. Mayor Palladeno: Commends the City staff for keeping millage the same. Other Cities have raised it and used reserves to balance the budget. Steve Kochick: Praised staff for keeping the budget balanced. The City has always been fiscally responsible despite previous allegations in the past. He suggested that the City raise the millage a little bit each year rather than having to borrow what they need to in order to complete budget. Doesn't want to see what happened in other towns with the negative consequences when the cities borrowed money. He asks if the City Manager can consider raising the millage now and make it lower because once its lowered, it is locked in and cannot go higher. The Citizens don't pay for both Police & Fire in full. They are only paying for it partially. Vice-Mayor Lister: 10% of each individual's tax bill is ad valorem taxes to the City of Madeira Beach. 90% of it is completely out of the City's control. The City's insurance rates have increased 10-15%. This is the 1st time since 2008 that property values have increased. The millage was 2.2 before the economic turndown. Doesn't see a need to raise it this year and see what will be made by the enterprise funds. Will reassess next year. Roll J. REPORTSJCORRESPONDENCE • CITY COMMISSION Mayor Palladeno: Kopa Airlines, which flies out of South America, will be in Pinellas County filming for inflight entertainment on 7/24/13. The last update from the TDC had tourism in Pinellas County from South America is up 54%. #1 is German market and #2 is Orlando area. Pinellas is beating out the Orlando area. Commissioner Shontz: Dewey Leigh was a Commissioner from 91-93 and was the Citizen of the Year in 2001. He established putting up flags along Gulf Blvd from Belleair from Pass-a-Grille. He always put his best foot forward and his best efforts to help the city. Moment of Silence. • CITY ATTORNEY Apologizes for the lease for the City not being ready as he is changing secretaries. She moved to TN and was his secretary for 18 of the 25 years that he practiced law so it is a tough transition. • CITY MANAGER CM: Outfall cleaning commenced today. Road and Storm water paving has started because surveying and engineering for paving is underway. Repairs and fixes will be sent out for bid around the end of the calendar year. FD Tengalia and CM will bring a revised capital budget to show how this is being financed. There is now a Jot of room as the Undergrounding has been revised. BOC Special Meeting 7/23/2013 Mayor: Asked about the Archibald Park project CM: Construction will start in the next 2-3 weeks and will be completed by around Thanksgiving/Christmas timeframe. City Seawalls are above average and the beach walk-overs are nearing the end their completion. • CITYCLERK K.
