--- THE CITY OF MADEIRA BEACH, FLORIDA BOARD OF COMMISSIONERS BUDGET WORKSHOP PUBLIC NOTICE THE BOARD OF COMMISSIONERS, CITY OF MADEIRA BEACH, FLORIDA will hold a Workshop at City Hall, 300 Municipal Drive, Madeira Beach, Florida to discuss the items of City business listed hereon at the time indicated below. BUDGET WORKSHOP THURSDAY AUGUST 8TH, 2013 Auditorium 3:00 P.M. CALL TO ORDER: The meeting was called to order at 3 p.m. ROLL CALL MEMBERS PRESENT: Travis Palladeno, Mayor Terry Lister, Vice-Mayor Nancy Hodges, Commissioner District 2 Elaine Poe, Commissioner District 3 Pat Shontz, Commissioner District 4 STAFF PRESENT: Shane Crawford, City Manager (CM) Vince Tenaglia, Finance Director (FD) Dave Marsicano, Central Services Director (CSD) Aimee Servedio, City Clerk (CC) Lynn Rosetti, Community Development Director (CDD) Deputy Shawn Heffner, Pinellas County Sheriff's Office (PCSO) Chief Derryl O'Neal, Fire Chief (FC) TOPICS A. Review FY 2013-14 Proposed Budget V-M Lister: He is happy that the City finally eliminated he John's Pass Enterprise Fund. The fund itself was divisive, but all of the money that comes out of John's Pass will still be accounted for. Commissioner Hodges: Praised FD Tenaglia for keeping the BOC updated whenever there was a change to the budget. She also likes how self-explanatory the budget document (book) is and that it lays out in a very clear and concise way of where all of the funds are being spent. Commissioner Poe: Agrees with Commissioner Hodges. She has looked it over with the CM & FD and thinks the budget is phenomenal. Commissioner Shontz: Thinks that it is great and is one of the finest she has observed in her tenure with Madeira Beach. She likes the idea of receipts and how they are handled. Mayor Palladeno: Praised the CM & FD for their efforts in creating a balanced and effective budget document. It made sense for the John's Pass Fund in the past, but now it is unnecessary and is happy to see that it is dissolved. He is very happy with the millage rate stabilization. The City has cut 12 positions in the last couple of years, which has saved Madeira Beach around $480,000. He has received no dissenting emails or calls from residents about the budget. The comments he has received have been very positive and they want to see Madeira Beach continue its positive progression. CM: Praises the Department Heads and Staff for coming in with realistic budgets. Thanks FD Tenaglia for his work in creating and formatting the document. Thanks the BOC for their positive impact on the contents of the budget as well. "We are no longer a passive city". CM thinks that there should be a small millage rate increase in the FY 2013-2014 budget as there are projects going on here. The BOC is the arbiters of that increase, but the staff does propose that there should be one. When the BOC gets into the first public hearing on 9/3, there really won't be an opportunity to change the budget too much. The BOC can make small changes, but anything significant should be made today. There was change over in Code Enforcement. He is also happy about the change in the John's Pass Fund. If there is a large project in John's Pass, now the City can fund it. He urges against recreation of the fund because it is not a true enterprise fund because it doesn't have revenues and expenses. This creates a lot of flexibility in use of the money from that fund. The only Enterprise fund that is used for that site is the Archibald fund. It generates revenue from the parking lot and that money is used on maintenance and then it can be used for other sites. From a tracking standpoint, the John's Pass fund money is still there, but the actual fund itself is done away with. The only increase that will occur is the parking rate increase (which will affect non-residents). V-M Lister: Since the City does have specific rules for John's Pass in terms of parking rates, he wants the City to accurately define John's Pass in order to be in compliance with the City Code. CM: Wants to address the Capital Improvement Plan. He is currently thinking that the undergrounding of the utilities might not be as effective in Madeira Beach as it has been in other cities. The City doesn't want to completely abandon the project, just scale it back a little bit and do a clean-up instead of a complete undergrounding. He is anticipating that the debt service payment for the new city hall will be a bit larger than previously foreseen. This is of no fault of the staff or the BOC, just changes in the bond market and other financial factors. Mayor Palladeno: Praises CSD Marsicano for his good work overseeing the Marina and the fact that the store has experienced a great deaf of sales. He envisioned that cuts in the fishery would hurt the marina, but it has not. CSD: New project include: new fuel docks, slips, B-dock, and lifts (to increase revenue). He wants to expand the ship store and have more events in the City Marina as it's a fun spot to be. He is looking forward to a better year. The staff does a good job at retaining the customers once they use the marina. Mayor Palladeno: Was in discussions with county representatives and Pinellas County will have more money than expected. Some of that money will go towards increasing "curb appeal" on Gulf Blvd. In addition, some of that money can go towards the undergrounding of the utilities. He also had a conversation with Andy Squires and he was informed that the City will be receiving an additional $50,500 for the Groyns project in 2013-2014 &  an additional $50,500 for the 2014-15 FY Budgets. This is an extra $100,000 that could be used for further beautification. CM: It is important to look back at the projects this administration has accomplished. Beach Walkovers, Seawalls, a signed Contract for Archibald Park, Beach Groyns (would be getting done faster if it wasn't turtle nesting season) have all been completed. Also explained the economic impact of all of the projects the City has undertaken (Ball fields and others). Dissolving the John's Pass Fund has nothing to do with slighting the businesses that are currently there or ones that would come in the future. Mayor Palladeno: Commerce creates revenue. He was discussing with a member of the TDC (Kevin Smith} about having someone come in and give the City solid numbers on how the ball fields and other money generating items will affect the City. He reiterated the CM sentiments that all of this new money that could be generated in the future will trickle down to the citizens.
