PUBLIC COMMENT (limited to 3 minutes) G. CONSENT AGENDA- None H. UNFINISHED BUSINESS- None I. NEW BUSINESS- FIRST READINGS BOC SPECIAL BUDGET MEETING 11/21/2013  1. ORDINANCE NO. 2013-09 AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA, RE-ESTABLISHING THE MILLAGE RATE FOR FISCAL YEAR 2014; PROVIDING AND ANNOUNCING THE NAME OF THE TAXING AUTHORITY; THE ROLLED BACK RATE; THE PERCENTAGE INCREASE OVER THE ROLLED BACK RATE; AND THE FINAL ADOPTED MILLAGE RATE; REPEALING ORDINANCE 2013-03; BY PROVIDING FOR READING IN ITS ENTIRETY; AND PROVIDING FOR AN EFFECTIVE DATE. CM: Several municipalities had made an advertising/posting error - tonight we are redoing the budget that was previously approved. It does not raise the millage rate, property taxes do not increase, and this is just for the purpose of being absolutely correct in advertising so everything is done by the books. It was not a financing error, it was an advertising error. CM read Ordinance No. 2013-09 in its entirety, first reading. ORDINANCE NO. 2013-10 AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA, RE-ADOPTING THE BUDGET FOR FISCAL YEAR 2014; BEGINNING OCTOBER 1, 2013 AND ENDING SEPTEMEBER 30, 2014; REPEALING ORDINANCE 203-04; AND PROVIDING FOR AN EFFECTIVE DATE. CM: Excused CA Trask due to a scheduling conflict, the meeting was originally at 12:00 p.m. and he was here then, but the meeting had to be moved to tonight and he could not attend. Some of the municipalities that made the same error have fixed this in one meeting. The City Charter requires that the annual budget be adopted by ordinance, which requires two readings. The other cities adopt their budget by resolution, so they are able to complete this in only one meeting. CM read Ordinance No. 2013-10 in its entirety, first reading. REPORTS/CORRESPONDENCE • CITYCOMMISSION • CITYATTORNEY • CITYMANAGER CM: Staff would like to apologize for the mistake. They have learned from the mistake and it will not happen again in the future. The one-on-one evaluations were done and on December 10, the CM evaluation will be done by the Board. In regards to the Mariott Hotel, the CM and CSD met with the owner and things are moving along. At Archibald Park, nearly two miles of utility line was laid and new palm trees have been delivered. There may be a slight delay on the park; the date might be pushed to the end of January instead of the original goal by the holidays. • CITYCLERK BOC SPECIAL BUDGET MEETING 11/21/2013  K.
