THE CITY OF MADEIRA BEACH, FLORIDA PUBLIC NOTICE BOARD OF COMMISSIONERS SECOND BUDGET HEARING MINUTES The Board of Commissioners of the City of Madeira Beach, Florida will meet at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed atthe time indicated below. !6:00 P.M. TUESDAY, SEPTEMBER 19, 2017 COMMISSION CHAMBERS I A. CALL TO ORDER - The meeting was called to order at 6:01 p.m. B. PRAYERS WERE READ BY COMMISSIONER LISTER C. INVOCATION AND PLEDGE OF ALLEGIANCE D. ROLLCALL E. APPROVAL OF AGENDA A motion was made by Commissioner Lister to approve the agenda, seconded by Commissioner Hodges. PUBLIC COMMENT- No comments from the public. Before reading the Ordinances, Erica Augello indicated that the Finance Director Walt Pierce had asked her to speak about the consequences if the Council does not approve the Final Budget since one Commissioner voted against the Budget at the First Budget Hearing. Erica Augello further stated, that per Florida Statutes (and I can provide a copy for Council), City must have and adopt a budget for the coming fiscal year. If the City's Tentative Budget is not approved and adopted, then the State can come in and run the City and make budgetary decisions on behalf of the City. It's very hard to reverse a decision like this, so voting against the budget is in away indicating that you would not mind if the State came in and ran your City. G. NEW BUSINESS 1. ORDINANCE 2017-10 A FIRST READING OF AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA, ESTABLISHING THE MILLAGE RATE FOR FISCAL YEAR 2018; PROVIDING AND ANNOUNCING THE NAME OF THE TAXING AUTHORITY, THE ROLLED-BACK MILLAGE RATE, THE PERCENTAGE INCREASE OVER THE ROLLED-BACK MILLAGE RATE, AND THE MILLAGE RATE TO BE LEVIED; PROVIDING FOR READING IN ITS ENTIRETY; AND PROVIDING FOR AN EFFECTIVE DATE. Erica Augello, City Attorney read Ordinance 2017-10. A motion was made by Commissioner Lister to approve Ordinance 2017-10, seconded by Commissioner Oakley. ORDINANCE 2017-11 A FIRST READING OF AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA, ADOPTING THE BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2017 AND ENDING SEPTEMBER 30, 2018; PROVIDING FOR READING IN ITS ENTIRETY; AND PROVIDING FOR AN EFFECTIVE DATE. Erica Augello read Ordinance 2017-11. Commissioner Oakley asked if half the $5000 Budgeted can be given to the Tampa Bay Chambers of Commerce and the other half to the Treasure Island and Madeira Beach Chambers. Commissioner Hodges indicated that she did not get an answer back from her question at the First Budget hearing about the Fire Departmental supplies budget. Mr. Pierce indicated that he emailed information about this to all the Commissioners. Commissioner Hodges stated that she did not receive it. Mr. Pierce provided her a copy of the information (see attached). Mr. Pierce indicated that the description for this account was misleading and this account contained more than kitchen and cleaning supplies. He stated that there were five or six items for the new Ladder Truck that were moved from Capital to supplies because they were small items that were not permanently attached to the Truck. Commissioner Hodges indicated that she had an issue with the etc. at the end of the description for this account. Mr. Pierce agreed and indicated that it would not be used in the future. Vice Mayor Douthirt said that he has some issues with the budget but would not like to see the Home Rule and so the budget should be passed. He directed the comment to Commissioner Lister. Mr. Pierce indicated that he was proud of the budget and indicated that he had just three and a half months to complete it and next year he would like to spend more time with the budget and more time communicating aspects of it with Council and that is his goal. Commissioner Lister indicated that he was not able to make the First Budget Hearing but made his comments known that he would not vote for this budget because of the new Fire Marshall position in the Fire/EMS Budget. The Mayor asked for any Public comments about the budget and no one came to address the Council. The contract between the City of Madeira Beach and Saltwater Destination LLC is attached for your review. The Second Question by Council: The $31,000 Budgeted for Departmental Supplies (account# 5210) within the Fire/EMS Department Budget on page 42 in the FY2018 Tentative Budget seems high for Kitchen supplies and cleaning supplies as is noted for the description for this account (page 43}. Response: The description for Departmental Supplies FY2018 Budget in the amount of $31,000 (page 43) is a little misleading. It identifies this budget as Kitchen supplies, cleaning supplies, disposable materials, etc. While these type of items will be purchased out of this account, they don't total that much or are not significant (the Budget for FY2017 for this account is $8,500}. This account was increased for FY2018 due to equipment type items (some going on the new Ladder Truck) that are just too small to be capitalized (or to be budgeted in the Capital Budget) such as Radio charges{$800.00); Flashlight and other mounted items{$1,S00); Harness Box($1,S00); Gas Clamp{$750); Headsets{$2,100); Rescue Basket Tackle($750); Stortz($2,100); Replacement of Modem($2,100}; etc. These items should have been identified more in the description area for this account.

FIRST AMENDMENT TO THE INTERLOCAL AGREEMENT BETWEEN PINELLAS COUNTY AND NPDES MS4 CO- PERMITTEES FOR WATER QUALITY AND BIOLOGICAL MONITORING This is the first amendment to the Interlocal Agreement that was approved in 2013 that is attached. E.
