BOARD OF COMMISSIONERS MEETING MINUTES WORKSHOP MEETING January 8, 2018 Page 1 of2 A workshop meeting of the City of Madeira Beach Board of Commissioners was held at 2:00 p.m. on January 8, 2018 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. Mayor Black called the meeting to order. MEMBERS PRESENT: Maggi Black, Mayor John Douthirt, Vice-Mayor. Commissioner District 4 Terry Lister, Commissioner District 1 Nancy Hodges, Commissioner District 2 Nancy Oakley, Commissioner District 3 CITY STAFF PRESENT: Derryl O'Neal, Acting City Manager Ralf Brookes, City Attorney Clara VanBlargan, City Clerk Andrea Gamble, Administrative Support Specialist Walter Pierce, Finance Director Dave Marsicano, Public Works/Marina Director A. CALL TO ORDER B. ROLLCALL C. PUBLIC COMMENT Public participation is encouraged. ff you are addressing the Commission, step to the podium and state your name and address for the record. Please limit your comments to three (3) minutes. Ginger Tolliver urged the Commission to please think for themselves when selecting a City Manager. D. TOPICS FOR DISCUSSION 1. CITY MANAGER RESUMES In the January 8, 2018 workshop agenda packet, the Board of Commissioners were given an updated listing of all the City Manager applications that were received by the December 21, 2017 deadline. In the January 8, 2018 workshop meeting, the Commission was directed to review all the applications and to write down their top five people that they would like interviewed and to give that list to the City Clerk to tally. The following are the people chosen by each Commission member as their five-top people to be interviewed: Commissioner Lister selected - Shane Crawford, Doug Andrews, Robert Esposito, Victor Cuerao, and Joseph Helfenberger Commissioner Hodges selected - Jonathan Evans, Timothy Bennett, Lyndon Bonner, and Shane Crawford Mayor Black selected -John Murphy, Richard Sheola, David Strohl, Lyndon Bonner and Johnathan Evans Commissioner Oakley selected - Johnathan Evans, Martin Murphy, Timothy Bennett. Scott Hechler and Joseph Helfenberger Vice Mayor Douthirt selected - Johnathon Evans, Michael Cotter, Timothy Bennett, Margaret Wuerstle and Bryan King Before Vice Mayor Douthirt gave his choice to the City Clerk he said he had received a text asking him to consider Shane Crawford for the City Manager position or at least think about it and said he did do that. BOARD OF COMMISSIONERS MEETING MINUTES WORKSHOP MEETING January 8, 2018 Page 2 of 2 When Mr. Crawford resigned from the City, he said he would never work for the City again. On October 29th, Mr. Crawford threatened him, and he had to file a police report and because of that he would not hire Mr. Crawford. While the City Clerk and her assistant Andrea Garn ble tallied all the votes, the Commission had a discussion on why they picked the people they would like to interview. City Clerk Clara VanBlargan read the following top five candidates to be interviewed: Johnathan Evans - 4 votes Timothy Bennett - 3 votes Joseph Helfenberger - 2 votes Lyndon Bonner - 2 votes Shane Crawford - 2 votes The Mayor asked the next step and City Attorney Ralf Brookes explained that the interviews must be done in the Sunshine and can be done one on one. Vice Mayor Douthirt said that veteran's preference candidates must be interviewed and that it can be done in person or by phone. The City Attorney said the candidates will have the choice if they want to be interviewed in person or by phone. The following people that claimed veteran's preference and qualified to be interviewed are as follows: John Schempf Dennis Ragsdale John Murphy F. Meetings will be televised on Spectrum Chanel 640 and streamed on Livestream.com/cityofmadeirabeach 2:00 PM MONDAY, JANUARY 8, 2018 COMMISSION CHAMBERS A. CALL TO ORDER B. ROLL CALL C. PUBLIC COMMENT Public participation is encouraged. If you are addressing the Commission, step to the podium and state your name and address for the record. Please limit your comments to three (3) minutes. D. TOPICS FOR DISCUSSION I. CITY MANAGER RESUMES The deadline for receiving applications for the position of City Manager was December 21, 2017 and Commission is in receipt of all 38 applications received. It was decided at the December 19, 2017 workshop meeting that the Commission will publicly review the applications, and each will pick five top candidates to individually interview. E. ADJOURNMENT Any person who decides to appeal any decision of the City Commission with respect to any matter considered at this meeting will need a record of the proceedings and for such purposes may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. The law does not require the City Clerk to transcribe verbatim minutes; therefore, the applicant must make the necessary arrangements with a private reporter or private reporting firm and bear the resulting expense.
