MINUTES BOARD OF COMMISSIONERS SPECIAL MEETING MARCH 4, 2019 6:00 P.M. A special meeting of the City of Madeira Beach Board of Commissioners was held at 6:00 p.m. on March 4, 20 19 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. MEMBERS PRESENT: Maggi Black, Mayor Nancy Hodges, Commissioner District 2 John Douthitt, Commissioner District 4 MEMBERS ABSENT: Deby Weinstein, Vice-Mayor/Commissioner District 1 CITY STAFF PRESENT: Jonathan Evans, City Manager Clara YanBlargan, City Clerk Andrea Gamble, Deputy Clerk 1. CALL TO ORDER Mayor Black called the meeting to order at 6:00 p.m. 2. ROLLCALL City Clerk Clara YanBlargan called the roll. 3. PUBLIC COMMENT 4. TOPICS FOR DISCUSSION A. Board of Commissioners to Interview & Select a Qualified Applicant to fill the Vacant Commissioner District 3 Seat - Clara VanBlargan, City Clerk/Elections Official Barbara Dunnavant was the only qualified applicant out of the two applications received . Barbara Dunnavant said because the Commissioner District 3 seat was for a very short term, she applied for the vacancy. She gave her background and said she has lived in Madeira Beach for 18 years and in 2009, she became a Florida resident. She loves Madeira Beach and she is loyal, hard worker, graduate of nursing, retired, and she has one daughter who resides in Germany. Mayor Black a,sked Ms. Dunnavant what she did in the Navy. Ms. Dunnavant explained she was working as an anesthesiologist nurse. March 4, 2019, BOC Special Meeting Page 1 of 2 Commissioner Douthirt asked how long she served in the Navy. Ms. Dunnavant said she was in the navy, desert storm for seven months. Deputy Clerk Andrea Gamble asked Ms. Dunnavant where she was from. Ms. Dunnavant said she is from Virginia. Commissioner Douthirt made a motion to appoint Barbara Dunnavant to serve in the vacant Commissioner District 3 seat through March 19, 2019. Commissioner Hodges seconded the motion. B. Oath of Office - Selected District 3 Commissioner - Clara VanBlargan, City Clerk/Elections Official City Clerk Clara VanBlargan administered the Oath of Office to Barbara Dunnavant. C. Roll Call of New Commission- Clara VanBlargan, City Clerk/Elections Official City Clerk Clara VanBlargan called the rol l of the new Commission. Mayor Black opened to public comment. Steve Kochick, 15301 2 nd Street East, suggested that since the term for Ms. Dunnavant is very short that she make a motion to close the meeting and someone else second it, because it might be her only chance to be on the record to make a motion. Commissioner Dunnavant motioned to adjourn the meeting. Commissioner Hodges seconded the motion. Roll Call: Commissioner Dunnavant " YES" Commissioner Hodges "YES" Commissioner Douthitt "YES" Mayor Black "YES" The Motion carried 4-0. D. ADJOURNMENT One or more Elected or Appointed Officials may be in attendance.Any person who decides to appeal any decision of the City Commission with respect to any matter considered at this meeting will need a record of the proceedings and for such purposes may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
