MINUTES BOARD OF COMMISSIONERS SPECIAL MEETING SEPTEMBER 17, 2019 6:00 P.M. A special meeting of the City of Madeira Beach Board of Comm issioners was held at 6:00 p.m. on September 17, 20 19 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. MEMBERS PRESENT: Maggi Black, Mayor Deby Weinstein, Commissioner District I - (participated in meeting via cellphone) Nancy Hodges, Vice-Mayor/Commissioner District 2 Doug Andrews, Commissioner District 3 John Douthirt, Commissioner District 4 MEMBERS ABSENT: CITY STAFF PRESENT: Robert Daniels, City Manager C lara VanB largan, City C lerk Ralf Brookes, City Attorney 1. CALL TO ORDER Mayor Black called the meeting to order at 6:00 p.m. 2. ROLLCALL City Clerk Clara VanB largan called the roll. 3. PUBLIC COMMENT There were no public comments. 4. AGENDA ITEM TOPICS A. Ordinance 2019-22, Establishing the Millage Rate for FY 2020 - 2 11d Reading & Public Hearing- Walt Pierce, Finance Director City Clerk Clara VanBlargan read Ordinance 2019-22 by title only. AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA, ESTABLISHING THE MILLAGE RATE FOR FISCAL YEAR 2020; PROVIDING September 17, 20 19, BOC Specia l Meeting Minutes Page 1 of 3 AND ANNOUNCING THE NAME OF THE TAXING AUTHORITY, THE ROLLED-BACK MILLAGE RATE, THE PERCENTAGE INCREASE OVER THE ROLLED-BACK MILLAGE RATE, AND THE MILLAGE RATE TO BE LEVIED; PROVIDING FOR READING IN ITS ENTIRETY; AND PROVIDING FOR AN EFFECTIVE DATE. Finance Director Walt Pierce made comment. • The name of the taxing authority is the City of Madeira Beach. • The rolled-back millage rate for fiscal year 2020 is 2.0877 per $1,000. • The fiscal year 2020 proposed millage rate is 31. 72% higher than the rolled-back rate. • The millage rate to be levied for fiscal year 2020 shall be 2.7500 per $1,000. • The ordinance shall become effective immediately upon its adoption. Mayor Black opened to public comment. There was no public comment. Commissioner Douthirt motioned to adopt Ordinance 2019-22, establishing the millage rate for FY 2020, after second reading and public hearing. Vice-Mayor Hodges seconded the motion. ROLL CALL: Commissioner Weinstein "YES" (via cellphone) Commissioner Douthirt "YES" Vice-Mayor Hodges "YES" Commissioner Andrews "YES" Mayor Black "YES" The motion carried 5-0; 6:04 p.m. B. Ordinance 2019-23, Adopting the Budget for Fiscal Year Beginning October 1, 2019 and Ending September 30, 2020- 2nd Reading & Public Hearing-Walt Pierce, Finance Director City Clerk Clara VanBlargan read Ordinance 2019-23 by title only. AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA, ADOPTING THE BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2019 AND ENDING SEPTEMBER 30, 2020; PROVIDING FOR READING IN ITS ENTIRETY; AND PROVIDING FORAN EFFECTIVE DATE. City of Madeira Beach Agenda BOC Special Meeting Meeting Tuesday, September 17, 2019 @ 6:00 PM Commission Chambers The Board of Commissioners of the City of Madeira Beach, Florida will meet in the Patricia Shontz Commission chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below.
