MINUTES BOARD OF COMMISSIONERS SPECIAL MEETING JANUARY 7,2021 2:00 P.M. A special mccUng ofthe City of Madeira Beach Board ol'Commissioners was held at 2:00 p.m. on January 7. 2021 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive. Madeira Beach, l-lorida. MEMBERS PRESENT: John B. Hendricks. Mayor Doug Andrews. Vice Mayor/Commissioner District 3 Helen ‘1-lappy“ Price, Commissioner District I Nancy Hodges. Commissioner District 2 John Douthirt. Commissioner District 4 (via teleconference) MEMBERS ABSENT: Robert Daniels. City Manager CITY STAFF PRESENT: Clara VanBlargan, City Clerk Patty ICordis. Deputy Clerk Thomas Trask. City Attorney 1. CALL TO ORDER Mayor John i Icndricks called the meeting to order at 2:00 p.m. 2. ROLL CALL City Clerk Clara VanBlargan called the roll. 3. PUBLIC COMMENT Mayor Hendricks opened to public comment. 'I'here were two public comments submitted electronically that were read at the meeting: ● Michael Radiy. 14010 Gulf Boulevard, stressed concerns about the noise created in the residential beach area from the new restaurant and the proposed liquor store at 14099 Gulf Boulevard. ● Karen Cea. 197 148'’’ Avenue E.. asked why construction work started before 8:00 a.m. on 148"’ Avenue East. 4. ITEMS FOR DISCUSSION A. Making changes to the Gulf Beaches Public Library Interlocal Agreement - City Manager Robert Daniels Mayor Hendricks reviewed the item and answered questions and comments by the Board. January 7. 2020. BOC Special Meeting Minutes Page I of2 Mayor l lendricks opened to public comment. There were no comments received in person or electronically. Commissioner Modges asked for ciarillcation that the number of Library Board members were being reduced IVom ten members to five members. Vice Mayor Andrews said he is all for modernizing the Library. Commissioner Priec said as a current member of the Library Board, she will keep the BOC apprised ofwhat happens at the meetings. Commissioner Price motioned to accept the recommendations from the Mayors meeting regarding the GulfBeach Library. Vice Mayor Andrews seconded the motion. ROLL CALL: Commissioner Price "YLS" Vice Mayor Andrews "YLS" Commissioner I lodges "YES" Commissioner Douthirt "YES" Mayor I lendricks "YES" The motion carried 5-0. The Board reviewed sections of the current Gulf Beaches Public Library Interlocal Agreement. Mayor Hendricks asked City Attorney 'I'rask to draft a new Interlocal Agreement and bring it back to the January workshop meeting for discussion. 5. City of Madeira Beach Agenda BOC Special Meeting Thursday, January 7, 2021 @ 2:00 PM Commission Chambers The Board of Commissioners of the City of Madeira Beach, Florida will meet in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below. Meetings will be televised on Spectrum Channel 640 and Live Streamed on the Cities Website. Page 1. CALL TO ORDER 2. ROLL CALL 3. PUBLIC COMMENT Public participation is encouraged. If you are addressing the Commission, step to the podium and state your name and address for the record. Please limit your comments to three (3) minutes and do not include any topic that is on the agenda. Public comment on agenda items will be allowed when they come up. Public comments can also be submitted by email through the Public Comment form located on the front page of the City of Madeira Beach website at https://madeirabeachfl.gov/ . Comments are accepted up to three hours prior to start of the meeting, and will be read aloud during the meeting. Please limit your comments to 400 words as the comments are limited to three minutes. 4. AGENDA ITEM TOPICS A. ADJOURNMENT One or more Elected or Appointed Officials may be in attendance. Any person who decides to appeal any decision of the Board of Commissioners with respect to any matter considered at this meeting will need a record of the proceedings and for such purposes may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. The law does not require the City Clerk to transcribe verbatim minutes; therefore, the applicant must make the necessary arrangements with a private reporter or private reporting firm and bear the resulting expense.
