The Board of Commissioners of the City of Madeira Beach, Florida will
meet at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida

1. PRESENTATION OF THE CITY MANAGER'S PROPOSED FY2016 BUDGET
CM: The City Manager first presented his memo on possible dates for the necessary budget workshops
and hearings. The following dates were proposed: Tuesday, August 11th Special Budget Workshop to
discuss and/or amend any items in the budget that the Board sees fit; Thursday, September 3rd Special
Budget Meeting to have the first readings for the Millage Rate and Budget Approval ordinances; and
Thursday, September 17th Special Budget Meeting to hold the second readings for the budget approval
ordinances.
The main issues that was discussed was the increase to the millage rate from 1.9900 mills (or $1.99 per
$1,000 of assessed property) to 2.2000 mills (or $2.20 per $1,000 of assessed property value). The City
has expanded dramatically in the last year, the Recreation Center and ROC Park hold many events and
concerts, the new facilities are available for rental and use by the community, and the entire City Centre
is moving the City in a more sophisticated direction. The 9/11 Memorial is finished, the new beach
walkovers are installed, the Marina has been significantly improved, undergrounding of utilities has
begun, building and construction projects are booming, etc. Progress does cost money and what we have
accomplished in a very short time has been done in the last few years. This rate is still very comparable
to surrounding cities especially considering that Madeira Beach is a full service City with its own Public
Works, Sanitation and Stormwater Departments, and Fire and Emergency Response Services.
This increase equals about $58.00 increase to the average household property value. It has even been at
this level in Madeira Beach in the past, before the recession and the rates were lowered. All of the
requests from the City Commission were able to be incorporated into this budget (i.e. additional dog
waste receptacles placed though the City, etc.)
He is also proposing raises for several employees and department heads. The staff, although very capable
and hardworking, is very limited and many are performing multiple roles and functions. Many of the
department heads even have this reflected in their titles (Assistant City Manager/Finance Director,
Community Service Director/Building Official, Public Works/Marina Director, etc.). The department heads
salaries have not been addressed since the economic recovery. This will put Madeira Beach at about the
50% mark to other municipalities in the area. He has also recommended that the vacation buy-back be
increased since many people are unable to take off long periods of time. This would allow those who
would only be back-logged with work if they took off too much time to be more flexible and compensated
for the work they do.
The buyout was a success and all of those have been paid out. At this time, he will conclude with the short
presentation. The Finance Director is available if there are any questions at this time, but if the Board
would prefer to take home the budget document and make notes, the Finance Director and City Manager
are available and a Special Budget Workshop is scheduled for August 11th •

There were some quick item clarifications from the Mayor. The City Manager also noted that it was
planned to purchase a new fire engine to show that the City is ready and able to expand their coverage to
the Redingtons. The Mayor commended the Fire Department and recognized the Fire Chief.
Commissioner Shontz also brought up the state of Madeira Way and any future plans for the
redevelopment of that area. The City Manager hinted that the property may be coming up for sale soon,
there is money reserved for design but by next year that will be a more forefront item.
The consensus was to have the Board of Commissioners take home the budget document to study and
mark any questions or changes they may have to be discussed at the Special Budget Workshop.
J. REPORTS/CORRESPONDENCE
• CITY COMMISSION
Mayor Palladeno: Asked Deputy Luckett to escort Deputy Chris Kohmann front and center. The Mayor
then introduced the new Code Enforcement Deputy, Chris Kohmann, who will be focusing on Short Term
Rentals. Deputy Kohmann introduced himself and gave a short bio of his previous work and experience.
Elaine Poe: Also noted that she and deputies have planned to put together a short presentation on the
status and procedures that have been improved to address Short Term Rentals. That should take place
sometime in August.
• CITY ATTORNEY - NONE
• CITY MANAGER
CM: Explained some of the staffing changes to the Building Department. The current Code Enforcement
Assistant will now move to the front of the office and be cross-trained as a Permit Technician.
He also recognized the City Clerk, Aimee Servedio, for stepping up to the plate and taking over Business
Tax Licenses for this year. This may or may not be a permanent change, but she has proved to take this
challenge and organize and update the Business Tax database. He explained how she is always willing to
take a job that needs to be done even though she already has a full work load.
He also informed the Board that the next Budget Meeting will be on August 11th . This schedules enough
time for the Assistant City Manager/Finance Director and City Manager to incorporate any changes or
edits that the Board may recommend. If more meetings are needed, they can be scheduled.
