BOARD OF COMMISSIONERS MEETING MINUTES AGENDA SETTING MEETING March 7, 2018 Page 1 of2 A Workshop Agenda Setting Meeting of the City of Madeira Beach Board of Commissioners was held at 5:45 p.m. on March 7, 2018 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. Mayor Black called the meeting to order. MEMBERS PRESENT: Maggi Black, Mayor John Douthirt, Vice-Mayor Terry Lister, Commissioner Nancy Hodges, Commissioner Nancy Oakley, Commissioner CITY STAFF PRESENT: Jonathan Evans, City Manager Ralf Brookes, City Attorney Clara VanBlargan, City Clerk Walter Pierce, Finance Director Dave Marsicano, Public Works/Marina Director A. CALL TO ORDER The Mayor called the meeting to order at approximately 5:45 p.m. B. ROLLCALL The City Clerk called the roll. C. WORKSHOP AGENDA SETTING MEETING • Mayor Black asked that the amendment to the Jim Black Volunteer of the Year Award be placed on the next workshop meeting. • Commissioner Hodges asked that the yearly calendar be placed on the next workshop agenda and that she would contact Miranda to give an update at that meeting as to sizes, prices, and quantities. • Commissioner Hodges asked that the yearly yard sale event be placed on the agenda. There were unhappy people asking that the event take place in the middle of the month like in the past. • Mayor Black asked that parking pass requests by businesses. The City Manager explained he will be bringing the parking ordinance and the Code back to the Board hopefully at the next meeting for discussion because it is not clear on how to handle requests related to waivers for philanthropy agencies or parking agencies etc. There are other items concerning fees that he will be bringing back to the Board for discussion. Because this item has a major revenue stream to the City he will be taking it to the Budget Committee for their opinion and perspective. Any item that has an adverse and positive impact on the City will go to the Budget Committee because their opinion and perspective is valuable and give the Board some insight from its constituents. • Commissioner Lister asked for an update on outflow cleaning. Dave Marsicano, Marina/Public Works Director said he would report on that at the next meeting. • Commissioner Lister asked for an update on how the City could make pocket parks look the same and he understands there will be costs involved in doing that. Mr. Marsicano said he will report on that along with the cleaning of all the new stormwater CDS units that were installed. BOARD OF COMMISSIONERS MEETING MINUTES AGENDA SETTING MEETING March 7, 2018 Page 2 of 2 • Commissioner Oakley asked for a street sweeping schedule to be put out to inform everyone of when the street sweeper will be on their street. Mr. Marsicano said he gets a schedule about eight days ahead of time. He will be sending that through the city manager's office for distribution to the Commission. They are awaiting the arrival of the new street sweeper that the Commission approved to purchase. • Commissioner Lister asked for a schedule of when the impervious concrete would be cleaned. The City Manager explained he would be bringing forward a demonstration and informational session on impervious concrete and that will be incorporated into that one. • Vice-Mayor Douthirt said the Commission discusses and votes on things like the calendar and the kiosk at John's Pass but we never get any further on it. He would like a place on the agendas to provide the status of things that are pending, voted on, tabled, etc. The Commission keeps bringing up these items because they are not being told where it stands. • Commissioner Lister said the Commission in past got a city manager's report on a weekly basis on what is going on in the City. Vice-Mayor Douthirt said by putting out a report weekly would keep the Commission from continuously bringing the same items up. Residents also ask about the status of things after it has been brought up by the Commission. The City Manager said his office can put together on a weekly basis a report on on-going projects and their status and distribute that to the Commission. • Commissioner Oakley said there is a narrow sidewalk at the beach access across the street from Dockside Dave's. People cut across and they stand in the middle of the street there waiting to cross. It is dangerous, and we need to talk to FDOT about putting in a crosswalk there. • The City Manager said to understand exactly where the Board stands on some items related to providing direction to staff he would like to have a section at the end of the workshop agenda setting agenda to see confirmation of direction so he or the Clerk can read it back for clarification on what the Board is asking so we bring back those items. That document would assist in bringing that information back to the Board in the manager's report and make sure it gets scheduled for the appropriate meeting. o.
