MINUTES BOARD OF COMMISSIONERS WORKSHOP AGENDA SETTING MEETING JANUARY 8, 2019 A workshop agenda setting meeting of the City of Madeira Beach Board of Commissioners was held at 5:45 p.m. on January 8, 2019 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. Mayor Black called the meeting to order. MEMBERS PRESENT: Maggi Black, Mayor Deby Weinstein, Vice-Mayor/Commissioner District I Nancy Hodges, Commissioner District 2 John Douthirt, Commissioner District 4 MEMBERS ABSENT: Nancy Oakley, Commissioner District 3 CITY STAFF PRESENT: Jonathan Evans, City Manager Clara VanBlargan, City Clerk Ralf Brookes, City Attorney 1. CALL TO ORDER Mayor Black called the meeting to order at 5:45 p.m. 2. ROLLCALL City Clerk Clara VanBlargan called the roll. 3. WORKSHOP AGENDA SETTING MEETING Items for January 22, 2019 Regular Workshop Meeting A. Marina Forensic Audit Report - Jonathan Evans, City Manager Mayor Black said the only item to be discussed at the January 22, 20 19, Regular Workshop Meeting, is the Marina Forensic Audit Repo1t. She recommended having another workshop meeting in January, since there were many things in the fire to be discussed. The Board consented to having a second workshop meeting to be held on January 29th at 2:00 p.m. Mayor Black said the kiosk and the fitness center will be discussed at the January 29th workshop meeting. She requested adding the Madeira Way median to the agenda to discuss a way in making it more attractive. January 8, 20 19, BOC Workshop Agenda Setting Meeting Minutes Page 1 of 2 Vice-Mayor Weinstein requested adding the proforma for the October and November Wild West Kingfish Tournament, the proforma for the October 25 th - 28 th Seafood Festival, proforma for the November 8th - 10 th King of the Beach Kingfish Tournament, and the summer day camp. City M anager Jonathan Evans said for some of the items that the vice-mayor had requested, staff will provide a written memorandum addressi ng some of the Board 's concerns versus a staff presentation. Based on the items the Board had communicated, it will lend itself to a lengthy discussion. It w ill need to be coordinated with the individuals from the Seafood Festival and the Old Salt King of the Beach to see if they can attend the meeting to give a presentation to the Board, either in January or in February at the latest, to share their profo rma and information. The Finance Director has received the information that was required of them. Vice-Mayor Weinstein recommended adding the special events application. The City Manager said he would like to discuss the special events ordinance, along with the application, to see how to make them intertwine. There may be something that can be put in the ordinance to make it applicable to the document. Staff will write up the items the Board would like to discuss, and coordinate that associated with the time that is available. For the January workshop meeting, staff will be ready to discuss the kiosk item and costs involved for the three options discussed. The other items will be scheduled for February and March. At the next meeting, he should be able to provide what items will be discussed at which workshop meeting for the next couple of months. Commissioner Hodges asked about the liaison fo r the Seafood Festival. T he City Manager said that item can be discussed at the meeting when the individuals of the Seafood Festival give their presentations. Mayor Black said she would like to discuss getting a Mobi-matt for Archibald Park. She believed Treasure Island had money donated to them for theirs. There is a possi bility that the City could get donations. Vice-Mayor Weinstein said she did not see the mat the last two times she was there. The City Manager said he believed that Treasure Island Madeira Beach Chamber of Commerce he lped in getting the one for Treasure Island. He could get the details. To promote accessibility to the City' s Beaches, options can be brought to the Board and to see if there are opportunities for partnering with entities in the community. 4.
