THE CITY OF MADEIRA BEACH, FLORIDA PUBLIC NOTICE BOARD OF COMMISSIONERS WORKSHOP The Board of Commissioners of the City of Madeira Beach, Florida will meet at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below. ! 2:00 P.M. TUESDAY, JULY 25, 2017 COMMISSION CHAMBERS I A. CALL TO ORDER -The meeting was called to order at 2:03 p.m. 8. ROLLCALL MEMBERS PRESENT: Maggi Black, Mayor John Douthirt, Vice-Mayor Terry Lister, Commissioner District 1 Nancy Hodges, Commissioner District 2 Nancy Oakley, Commissioner District 3 STAFF PRESENT: Derryl O'Neal, Acting City Manager Erica Augello, City Attorney (CA) Andrea Gamble, Interim City Clerk Walter Pierce, Finance Director (FD) Dave Marsicano, Public Works/Marina Director (PW/MD) Doug Andrews, Events and Recreation (PZD) C. TOPICS l. JOHN'S PASS SEAFOOD FESTIVAL-SONNY FLYNN Sonny Flynn presented - Non-profit organization in its 36th year - through sponsorships and donations. Commissioners requested to see a breakdown of reviews and verification or amount donated to the City before a decision is made. 2. 911 COMMITTEE - PRESENTATION Dolores Leigh presented the up keep with the memorial- requesting $1374.14 from the City- Chief Derry O'Neal said there is money in the budget to support this. This item is to be put on the next BOC Agenda for 8th August. 3. DISCUSSION OF PARKING - CALE AMERICA Walter Pierce-, Finance Director presented - he is confident that this is well within the $200,000 budgeted. City wanting to purchase 31 machines. 4. INFORMATION SUPPORT- TREASURE ISLAND AND MADEIRA BEACH CHAMBER OF COMMERCE - {Greg Tong, Amy Verdensky, Dennis Fagen & Missy Hahn) Missy Hahn and Greg Tong introduced themselves to the Board of Commissioners. 5. FEMA - COMMUNITY ASSISTANCE VISIT - MARCI FORBES Marci Forbes presented - discussed issues relating to FEMA violations, ALL information requested pending outcome of a CAV results and subsequent CRS visit has been provided. Citizens of the City might be in jeopardy of losing 20% discount on flood insurance if issues are not resolved. 6. FEMA GRANT CONTRACT AWARD 2015 CYCLE - MARCI FORBES Marci Forbes presented - supporting the grants with FEMA could pose a liability to the City and the City should carefully consider to continue participation in the grants award program. Several Municipalities do not participate in this program.  7. SPECIAL EVENT APPROVAL - CHIEF DERRYL O'NEAL A, MAD BEACH BLOCK PARTY - Informational process - permits has been approved B. OLD SALTS FISHING FOUNDATION- LOOP TOURNAMENT- requesting fees to be waived-which will be totaled and be put on the agenda for the next BOC meeting, 8th August. C. SUNSET CONCERT SERIES- Permits have been approved - anything affecting the City, the City will supply staffing for the concert. Code enforcement, Pinellas County Sheriff can shut this down if it gets out of hand. 8. SURPLUS TRUCK 90 & 96 - CHIEF DERRYL O'NEAL Chief Derryl O'Neal explained was needed to repair each truck- to be put on the agenda for the net BOC meeting on 8th August. 9. FLORIDA LEAGUE OF CITIES STRATEGIC PLANNING - VICE MAYOR DOUTHIRT Vice Mayor presented - he read a mission statement - Plan - direction of the City- Madeira needs to have these items on the website - he encouraged us all to help with the mission statement. 10. TAMPA BAY REGIONAL PLANNING COUNCIL-APPOINT A PERSON - CHIEF DERRYL O'NEAL To be put on the agenda for the next BOC meeting on 8 th August 11. INTERIM CLERK SALARY - CHIEF DERRYL O'NEAL Provided to Council was the documentation showing hourly rate of two former clerks - To be put on the agenda for the next BOC meeting on 8th August. 12. CITY MANAGER'S POSITION To be put on the agenda for the net BOC meeting on 8th August. 13. AMENDMENT TO ORDINANCE 2015-03 - VICE MAYOR DOUTHIRT Wants to put this on hold until Vice Mayor has attended the seminar in August. st Chief Derryl O'Neal mentioned that there will be a Budget Workshop meeting next Tuesday, August 1 at 6:00pm D.
