-- BUDGET WORKSHOP MEETING
The Board of Commissioners of the City of Madeira Beach, Florida will meet at City Hall,
located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City
Business listed at the time indicated below.

A. CALL TO ORDER -The meeting was called to order at 6:00 p.m.

C. PULIC COMMENT
Marvin Merrill of Crystal Drive - congratulated Walter Pierce on doing a great job with finance, but expressed
Concerns with the budget, have to be realistic about employee benefits.
Deby Weinstein - wanting more clarification with the budget. Deby Weinstein also researched employee
Benefits.

1. FY 2018 BUDGET COMMENTS FROM ACTING CITY MANAGER DERRYL O'NEAL

Chief Derryl O'Neal began with thanking everyone for the hard word and everyone pulling together. Thank you
for allowing us to perform our services.
2. FY 2018 PROPOSED BUDGET OVERVIEW AND FY2018 TENTATIVE BUDGET

Walter read the FY 2018 Proposed budget overview.
The Commission Board asked questions-Commissioner Lister asked if there would be another budget book listing
changes and Walter Pierce said yes. Vice Mayor Douthirt requested a summary of object totals (like cell phones).
Vice Mayor also had concerns regarding the 4% increase, this should be paid on merit and evaluations. The Mayor
asked who was the Health provider for the City, Mr. Pierce responded, Florida Blue. Commissioner Oakley asked
about the budget of $400,000 for the Rec Center - Doug Andrews said Commissioner Oakley was looking at the
2015 budget. Doug Andrews also mentioned the little league can be very profitable to City of Madeira Beach.
3. STATUS OF CAPITAL PROJECTS

Presentation from Steve Torte from CPWG - Gulf Boulevard Undergrounding Project
Presentation from AL Carrier from Deuel & Associates - Stormwater Projects
Walter Pierce gave a summary of the status regarding the Undergrounding of utilities along Gulf Blvd in Madeira
Beach. This project was to be done in two phases: Phase 1-on North phase is almost done and Phase II or South
Phase is now ready to get started from 150th to 144th). Mr. Pierce indicated that Madeira gets reimbursed from
Pinellas County (Pennies for Pinellas} for expenses on this project.
Steve Tarte - CPWG explained phase 1 and phase 2 of the Gulf Blvd underground funding and that we can get
reimbursed from Pennies from Pinellas. Steve Tarte will provide an estimate of how much it would take to
complete Phase 2.
Walter Pierce reported that the City borrowed $6.2 million in FY 2015 for Stormwater and Roadway improvements.
He indicated that there have been changes in projects such as: 137th Avenue Circle was initially to start in FY 2019
but started early in FY 2017 due to grant funding from SWFWMD. Two projects: American Legion and Municipal
Drive were cancelled. Boca Ciega received an increase of approximately $1 million to the City from SWFWMD,
Pinellas County and Florida Department of Environmental Projection (FDEP}. To date, Mr. Pierce indicated this
$1.6 million has been Requested/ reimbursed to the City from these 3 Agencies.
Al Carrier - Duel & Associates - reported that the water mains are falling apart -will need to extend this for 3
months to complete project and that Pinellas County is funding this. Rex Place is out to bid and 137th Avenue is in
terrible condition and needs to be cleaned up. During the discussion Dave Marsicano indicated the benefits that
a new VAC- CON truck would be to the Stormwater Fund and maintaining Boca Ciega.
4. EXPLANATION ON HOW NEW HAND-HELD DEVICE WILL WORK WITH NEW CALE PARKING MACHINES

Chris Tarkenton - reported on the new hand held device with the new parking machines - The Board of
Commissioners had questions & concerns, Chris explained how this would work. Commissioner Lister indicated
that he understands now the procedure for getting a ticket from the machine is optional. He asked for more
accurate costs.
5. TRUTH IN MILLAGE (TRIM) PROCESS

Walter Pierce indicated that the mileage rate of 2.2000 mills has been certified to the Property Appraiser. He also
mentioned the 1st Public Hearing which will be on Tuesday, 5th September, 2017 at 6:00 P.M. and 2 nd FINAL Public
Hearing on Tuesday 19th September, 2017 at 6:00 P.M. An Ad with the FY 2018 Budget figures will be in the proper
referencing the final hearing for 19th September.
Mr. Pierce previously provided Commissioner the Roll-back Rate which is 2.0435 and the certification of taxable
value document provide to ncil displayed this and how it is calculated.
