BOARD OF COMMISSIONERS
WORKSHOP MEETING MINUTES
The Board of Commissioners of the City of Madeira Beach, Florida will meet at City Hall,
located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agcndil items of City
Business listed at the time indicated below.

D. PRESENTATIONS
TRACY FANARA, MOTE MARINE LABORATORY - RED TIDE AND INOVATION THROUGH CITIZEN SCIENCE - Tracy
Fanara
Doctor Tracy Fanara gave a very educational presentation on Red Tide and the waterways - Dave Marsicano
explained Public Works currently do the beach cleanup. Dave Marsicano volunteered to take readings and
sampling for Dr. Fanara. Both Dave Marsicano and Dr. Fanara exchanged contact information.
E. TOPICS
CHANGING AGENDA FORMAT- Vice Mayor Douthirt
Vice Mayor Douthirt requested that a change regarding Public Comments, he recommended that Public comment
to be placed at the end of the agenda instead at the beginning, this way the Public can be more involved and to
be able to talk about the items on the agenda. The BOC said we can try this out to see if it works.
GOALS AND OBJECTIVES FOR BOC COMMISSIONERS TO SET FORTH FOR THE CITY - Vice Mayor Douthirt
The ·BOC would like to set goals and objectives for the Department Heads. Erica Augello said as the BOC are a
legislative body - this request has to come from the City Manager as this is an administrative decision not
legislative decision. Vice Mayor Douthirt indicated that Walter had provided him a sample of how Hillsborough
County incorporates Department goals, objectives and upcoming projects in the Budget process. Mr. Pierce
indicated that he would like the Budget for FY2019 to incorporate goals and objectives into the Budget Book with
more narrative documentation. Council seemed to like this new approach toward the Budget Development. It
would be the Departments that submit their goals and objectives to management for approval or change.
RFP - JOHN'S PASS KIOSK - Andrea Gamble
Andrea Gamble informed the BOC of her findings with the Kiosk-The BOC would like to see a RFP or invitation to
negotiate from interested parties that would like to lease the Kiosk.
HURRICANE DAMAGE - GENERATOR FOR CITY HALL- Vice Mayor Douthirt, Chief Derry O'Neal
With the recent Hurricane Irma - the City was without power for a week, and Council expressed desire for
management to start looking into this. Dave Marsicano volunteered to look into this generator issue for City Hall
and report back to Council.

Moving forward - The BOC would like Erica Augello to draw up a resolution ready for the next regular BOC
meeting on October 10th, 2017.
FITNESS CENTER - Mayor Black
Commissioner Oakley asked about the request made about a month ago for an inventory of the fitness center.
Mr. Pierce indicated that due to the storm this was delayed but will get this information to Council soon.
WORKSHOP SETTING - Mayor Black
Andrea Gamble is looking into a round table setting with microphones.
STRATEGIC PLANNING - Mayor Black
Madam Mayor had a phone conversation with Lynn Tipton - Florida League of Cities - Lynn recommended we
Contact Marilyn Crotty- Executive Director of Florida Institute of Government as a system UCF local Office - to
set up a half day's workshop.
