MINUTES BOARD OF COMMISSIONERS REGULAR WORKSHOP MEETING SEPTEMBER 23, 2020 6:00 P.M. A regular workshop meeting of the City of Madeira Beach Board of Commissioners was held at 6:00 p.m. on September 23, 2020 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. MEMBERS PRESENT: John B. Hendricks, Mayor Doug Andrews, Vice Mayor/Commissioner District 3 Helen "Happy" Price, Commissioner Di strict I Nancy Hodges, Commissioner District 2 John Douthitt, Commiss ioner District 4 (via Zoom) MEMBERS ABSENT: CITY STAFF PRESENT: Robert Daniels, City Manager Clara VanBlargan, C ity Clerk Patty Kordis, Deputy Clerk Thomas Trask, City Attorney 1. CALL TO ORDER Mayor Hendricks called the meeting to order at 6:3 1 p.m. 2. ROLL CALL Deputy Clerk Patty Kordis called the roll. 3. PUBLIC COMMENT Mayor Hendricks opened to public comment. Missy Halm, President of Treasure Island and Madeira Beach Chamber of Commerce, opposed splitting the money budgeted for the Chambers. She stressed that the Treasure lsland and Madeira Beach Chamber of Commerce should receive the entire amount since the Tampa Bay Beaches Chamber receive money from other sources. Kathleen McDole, 865 9 th Avenue South, a member of Treasure Island and Made ira Beach Chamber, asked that the FY 202 1budget for the Chambers be awarded to only the local Chamber. Lauree Tyner, 4996 Miramar Drive, member of the Treasure Island and Madeira Beach Chamber, said Pinellas County had given the Tampa Bay Chamber $59,000 more than their local Chamber received this year. She would like the full $4,000 Madeira Beach budgeted to be awarded to the Treasure lsland and Madeira Beach Chamber only. September 23, 2020, BOC Regular Workshop Meeting Page l of 5 Commissioner Hodges commended Missy Hahn and staff at the Treasure Island and Madeira Beach Chamber for their excellent service. She would like to see their budget increased to $5,000. Vice Mayor Andrews agreed with Commissioner Hodges. He would like to increase the Chamber budget and give $5,000 to Treasure Island and Madeira Beach Chamber and $2,000 to the Tampa Bay Beaches Chamber. City Manager Robert Daniels said he would reallocate the money to the Treasure Island and Madeira Beach Chamber in the FY 2021 budget and bring it forward to the October BOC meeting for approval. 4. ITEMS FOR DISCUSSION A. Ordinance No. 2020-18, amending the City of Madeira Beach, Florida, Code of Ordinances, Chapter 110 ZONING, ARTICLE VI, DIVISION 3. - LANDSCAPE FENCES, GATES, HEDGES, AND WALLS, Sec. 110-446. Applicability of division - adding (1) Purpose to clarify intent and (2) Definitions, to respond the modern use of hedges and support the intent of the code to protect the open character community - Linda Portal, Community Development Director Agenda Item 4, A. was moved to the October 14th workshop meeting. B. Ordinance No. 2020-19, amending the City of Madeira Beach, Florida Code of Ordinances, Chapter 82 General Provisions, Sec. 82-2 Definitions, to respond to the modern use of hedges and support the intent of the code to protect the open character of the community - Linda Portal, Community Development Director Agenda Item 4, B. was moved to the October 14th • Workshop meeting. Community Development Director Linda Portal said City staff needed more time to prepare both items, 4, A. & 4, B. to ensure accuracy. She answered questions and comments by the Board. C. Reporting of City Matters - Should the BOC meeting agenda include the following? - Commissioner Price and Mayor Hendricks • Monthly update/status report on grants being applied for (Excel spreadsheet?) • Monthly status report/recap of litigation the City is involved in from Interim Attorney Tom Trask (not specific details, but a general overview) • Monthly update/status report on large construction projects in the City by City Manager • Monthly update/status report on collections from Attorney Matt Weidner • Regular update/status report on the Marina High and Dry boat storage project • Monthly update/status report on letter to Coast Guard regarding the timer on Tom Stuart Causeway drawbridge and the feedback • Monthly update/status report on the shoaling of John's Pass Channel - follow up on letter to US Army Corps of Engineers Commissioner Price said it would be smart to have updates and discussions on items, and when citizens asked questions, the Board would know how to answer them. September 23, 2020, BOC Regular Workshop Meeting Page 2 of5 City Manager Robert Daniels said the information from staff reports would be compiled and added to the agenda package. The data could be posted on the City's website to inform the citizens. Mayor Hendricks said the City should move quicker on issues to keep everything moving forward throughout the City. Vice Mayor Andrews said better communication was needed to inform residents about the Crystal Island roadway project. He would like more information on the City's website. The City Manager said the website is updated every week, and additional helpful information could be included. The engineering firm has an on-site person who deals with the residents and problems they might have. Overall, the project is on schedule and on budget. Interim City Attorney Trask suggested adding the City insurance carrier to the City matters list for reporting. Mayor Hendricks received clarification from the City Manager that emergency pay will not be allocated during an emergency as in the past during his administration. D. Brainstorm of new ideas to save City money and/or stretch our resources - Commissioner Price Commissioner Price asked who issues parking violations to vehicles parked overnight illegally in City lots, pocket parks, and residential street parking. The City Manager said the deputies issue some citations, and the parking staff handle most of them. Some visitor parking is allowed overnight with the purchase of parking passes. Commissioner Price asked the Board if they are getting complaints about cars parked on the street where there are "No Parking" signs on the pavement. Mayor Hendricks noted there were only a few signs on the streets. The City Manager said the first section of signage by Gulf Grill is a trial area. Residents can park at Kitty Stuart Park and on some streets in the surrounding area. There are plans to expand the parking areas on the roads east of the park. Commissioner Price suggested stepping up the enforcement for illegal parking. Mayor Hendricks suggested increasing the paid parking rate to $3.00 at Kitty Stuart Park before Gulf Grill opens for business because parking could be challenging. Vice Mayor Andrews agreed and suggested raising the rates city-wide. Commissioner Price inquired why the sanitation department was picking up trash on holidays and receiving overtime pay. She suggested to save money by cutting trash pickup down to one day a week. Mayor Hendricks suggested staggering the staffs schedule with days off during the week instead of Monday through Friday with weekends off. Public Works Director Jamie Ahrens said during the holidays, commercial pick up is essential. The residential pickup could be scheduled for one day a week; it may not alleviate the overtime. It could take longer to finish the routes. September 23, 2020, BOC Regular Workshop Meeting Page 3 of5 Commissioner Price suggested eliminating the police staff presence at BOC meetings and have them canvassing the neighborhoods instead. Commissioner Price commented suggested selling the sand dredged from Johns Pass channel. The Public Works Director said the sand was not the City's to sell. The City Manager said it belongs to the owner. Marina Manager Brian Rau said they were researching bulk commercial ice machines with a high output for commercial boats. The City Manager said staff had identified grants to help with the overtime expense and extra cleaning supplies during the pandemic. He will give an update on other funding in October. E. Approval of credentials desired/required to be on City Planning Commission (See August 4, 2020 memo from Linda Portal, Community Development Director) - Commissioner Price This item was removed from the agenda by Commissioner Price. F. Purchase of Load and Pack Broyhill for Garbage Collection - Jamie Ahrens, Public Worb Director Public Works Director Jamie Ahrens reviewed the item. Vice Mayor Andrews commented in favor of purchasing the vehicle. Only one worker would be required to operate the truck. The second employee who works on the existing truck could be reassigned to maintain the City's pocket parks. Commissioner Hodges asked if the truck would be in the equipment sharing project. Commissioner Douthirt asked if it would be utilized in other parts of the City. Director Ahrens said it could be in the program in the future, and staff was looking at the area to expanding the truck's usage. Mayor Hendricks opened to public comment. Kathleen Mc Dole, 865 9th Avenue South, explained why the rubble was at the west bayside of John's Pass bridge on the beach in front of the Boardwalk. She stressed the rubble is a danger to patrons and beachgoers. G. Backyard Chickens - Mayor Hendricks This item was removed from the agenda. H. Dogs on the Beach - Robert Daniels, City Manager The City Manager reviewed the item and asked for feedback from the Board. He said there are pet-friendly rentals on the Gulf of Mexico with private beaches. The City cannot enforce the ordinance restricting dogs on the beach on private property. He would like to research the possibility of allowing dogs on the beach in certain areas. Mayor Hendricks suggested including September 23, 2020, BOC Regular Workshop Meeting Page 4 of5 information about the dog beach at Bicentennial Park, w ith the information abo ut littering on the beach to the flyers that w ill be distributed to the condominiums and hotels for their patrons. I. Camera system for the Marina - Vice Mayor Doug Andrews Vice Mayor A ndrews asked for an update o n purchasing the camera system for the Marina. The City Manager said the RFP was underway, and he would have more information at the October meeting. J. Renaming of the Rec Center building to William "B" Karns Recreational Center - Mayor Hendricks Mayor Hendricks removed the item from the agenda. The Board of Commissioner set their November and December meeting dates. 5.
