A special meeting of the City of Madeira Beach Board of Commissioners was held at 5:05 p.m.
on September 9, 2020 in the Patricia Shontz Commission Chambers at City Hall, located at 300
Municipal Drive, Madeira Beach, Florida.
MEMBERS PRESENT: John B. Hendricks, Mayor

1. CALL TO ORDER
Mayor Hendricks called the meeting to order at 5:05 p.m.

City Clerk Clara VanBlargan called the roll.
3. PUBLIC COMMENT
Mayor Hendricks opened to public comment. The City Manager reported no electronic comments.
Chuck Dillon, 529 Lillian Drive, thanked Mayor Hendricks for his efforts with the project to clean
up the beach. He suggested implementing a policy requiring rental property owners to inform their
tenants about the rules on the beach. He also stressed concern about the proposed millage rate
increase.

Interim City Attorney Tom Trask read Ordinance No. 2020-22 in its entirety:
ORDINANCE 2020-22
AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA,
ESTABLISHING THE TENTATIVE MILLAGE RATE FOR FISCAL
YEAR 2021; PROVIDING AND ANNOUNCING THE NAME OF THE
TAXING AUTHORITY, THE ROLLED-BACK MILLAGE RATE, THE
PERCENTAGE INCREASE OVER THE ROLLED-BACK MILLAGE
RATE, AND THE MILLAGE RATE TO BE LEVIED; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, Florida Statutes s. 200.065 requires the adoption of the millage rate
by separate vote and prior to the adoption of the budget; and
WHEREAS, Florida Statutes s. 200.065 requires that prior to adoption of the
millage-levy ordinance, the following be publicly announced: the name of the
taxing authority, the rolled-back millage rate, the percentage increase over the
rolled-back millage rate, and the millage rate to be levied; and
WHEREAS, in no event may the millage rate adopted exceed the millage rate
tentatively adopted.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
COMMISSIONERS OF THE CITY OF MADEIRA BEACH, FLORIDA:
Section 1. The name of the taxing authority is the City of Madeira Beach.
Section 2. The rolled-back millage rate for fiscal year 2021 is 2.5973 per $1,000.
Section 3. The fiscal year 2021 proposed millage rate is 31.72% higher than the
rolled-back rate.
Section 4. The millage rate to be levied for fiscal year 2021 shall be 2.87500 per
$1,000.
Section 5. This ordinance shall become effective immediately upon its adoption.
Commissioner Price asked the definition of the rolled-back millage rate.
Financial Consultant Andrew Laflin reviewed Ordinance No. 2020-22 and answered questions and
comments by the Board.

Mayor Hendricks opened to public comment. There were no comments from the audience or
electronically.
Commissioner Price motioned to approve Ordinance No 2020-22 after first reading and public
hearing. Commissioner Hodges seconded the motion.

B. Ordinance No. 2020-23, Adopting the Tentative Budget for FY 2021 (Fiscal Year
beginning October 1, 2020 and ending September 30, 2021) - 1st Reading & Public
Hearing - Andrew Laflin, Financial Consultant
Interim City Attorney Tom Trask read the Ordinance 2020-23 in its entirety:
ORDINANCE 2020-23
AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA,
ADOPTING THE TENTATIVE BUDGET FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 2020 AND ENDING SEPTEMBER 30, 2021;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Florida Statutes s. 166.241 requires the adoption of a budget each
fiscal year; and
WHEREAS, the amount available from taxation and other sources, including
balances brought forward from prior years, must equal the total appropriations for
expenditures and reserves; and
WHEREAS, at a minimum, the adopted budget must show for each fund, as
required by law and sound financial practices, budgeted revenues and expenditures
by organizational unit which are at least at the level of detail required for the annual
financial report required under s. 218.32(1); and
WHEREAS, the adopted budget must regulate expenditures of the municipality,
and an officer of a municipal government may not expend or contract for
expenditures in f!DY fiscal year ex~ept as pursuant to the adopted budget; and

WHEREAS, the City of Madeira Beach Tentative Fiscal Year 2021 B udget is
balanced; is presented at the level of detail required to file the annual financial
report; and shall regulate expenditures of the C ity for the period beginning October
1, 2020 and ending September 30, 202 1;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
COMMISSIONERS OF THE CITY OF MADEIRA BEACH, FLORIDA:
Section l . The tentative budget for the fiscal year beginning October l , 2020 and
ending September 30, 2021 attached hereto as Exhibit A is hereby adopted.
Section 2. T his ordinance shall become effective immediately upon its adoption.
Comm issioner Douthfrt asked why one employee' s position could be reclassified, and the person
moved into a nother position, and the Public Information Officer' s position was eliminated and
there was not a position for that employee to be moved to w ithin the C ity. Commissioner Price
said it was a budgetary c ut to reduce the number of employees by one.
Mayor Hendricks opened to p ublic comment. T he re were no public comments from the a udience
or electronic comments.
Commissioner Hodges motioned to approve Ordinance No. 2020-23 after first reading and public
heari ng. Vice Mayor Andrews seconded the motion.

The Board of Commissioners of the City of Madeira Beach, Florida will meet in
the Patricia Shontz Commission Chambers at City Hall, located at 300
Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City
Business listed at the time indicated below. Meetings will be televised on
Spectrum Channel 640 and Live Streamed on the Cities Website.

Public participation is encouraged. If you are addressing the Commission, step to the
podium and state your name and address for the record. Please limit your comments to
three (3) minutes and do not include any topic that is on the agenda. Public comment
on agenda items will be allowed when they come up.
Physical access to the meeting in the Commission Chambers is limited to 30 members
of the public, on a first come - first serve basis, while maintaining CDC recommended
social distancing practices. The other members of the public who arrive to attend the
meeting will view the meeting by TV in the City Centre Room, adjacent to the
Commission Chambers. The meeting will also be aired on Public Access TV Spectrum
Channel 640 and through the city’s website at https://madeirabeachfl.gov/.
Public comments can also be submitted by email through the Public Comment form
located on the front page of the City of Madeira Beach website at
https://madeirabeachfl.gov/ . Comments are accepted up to three hours prior to start of
the meeting, and will be read aloud during the meeting. Please limit your comments to
400 words as the comments are limited to three minutes.
This meeting is being held in accordance with Executive Order 20-69 which authorizes
the use of communication media technology such as telephonic or video conferencing
and provided in section 120.54(5)(8)2, Florida Statutes.
