BOARD OF COMMISSIONERS MEETING MINUTES INTERVIEW WORKSHOP MEETING City Attorney Interview - Regina Kardash November 7, 2017 Page 1 of2 A workshop meeting of the City of Madeira Beach Board of Commissioners was held at 1 :00 p.m. on November 7, 2017 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. to interview Attorney Regina Kardash for the appointed position of City Attorney. Mayor Black called the meeting to order. MEMBERS PRESENT: Maggi Black, Mayor John Douthirt, Vice-Mayor, Commissioner District 4 Terry Lister, Commissioner District 1 Nancy Hodges, Commissioner District 2 Nancy Oakley, Commissioner District 3 CITY STAFF PRESENT: Andrea Gamble, Interim City Clerk Walter Pierce, Finance Director Dave Marsicano, Public Works/Marina Director A. CALL TO ORDER Mayor Black called the meeting to order at approximately 1 :00 p.m. B. ROLL CALL The City Clerk called the roll and all Commissioners were present. C. PUBLIC COMMENT Members of the public that questioned Attorney Reginal Kardash were residents Robert Preston and John Hendricks. D. INTERVIEW FOR CITY ATTORNEY Attorney Regina Kardash gave her background as an attorney and answered questions from the Commissioners which included the following: • Tell us a little about yourself and your firm and why you are interested in becoming the next City Attorney for the City of Madeira Beach. • Given the cost of the senior attorney's services vs. your paralegals and associates, how will you balance controlling costs for the City with quality legal advice? • Tell us about a conflict you experienced in which either an elected official or appointed staff member disagreed with some legal advice you were providing. How did you navigate / negotiate the situation? • In a job related skill .....what is your strengths? • Who are the other Cities you are currently working with? Do any of the meeting dates conflict with the City of Madeira Beach? • What do you believe are the most important issues facing a City Attorney? • What do you believe are the most important attributes to a successful negotiation? Give us an example of an issue or project that you have successfully negotiated. Page 1 of2 BOARD OF COMMISSIONERS MEETING MINUTES INTERVIEW WORKSHOP MEETING City Attorney Interview - Regina Kardash November 7, 2017 Page 2 of2 • Tell us how you would alleviate our concern that we would be lost in such a large firm working with a town our size? • The City of Madeira Beach operates on a very tight budget; due to this reason is there any room for negotiation on your billing rates? • Have you ever had to defend a City in a lawsuit and if so what is your success rate? • From your side .....How would you think Home Rule will affect the City positively and negatively? • What do you know about Madeira Beach? • What kind of things motivate you? • What is your greatest achievement outside being an attorney? • What is the biggest mistakes you made and what have you learned from theses mistakes? • What challenges are you looking for in the City? • What policies and procedures have you developed or helped developed to guide planning board or Board of Commissioners to ensure that all ordinances are faithfully followed? • Is it necessary to have a quasi-judicial hearing for all cases involving development and land issues or can it be done to a legislative hearing? ADJOURNMENT Any person who decides to appeal any decision of the City Commission with respect to any matter considered at this meeting will need a record of the proceedings and for such purposes may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. The law does not require the City Clerk to transcribe verbatim minutes; therefore, the applicant must make the necessary arrangements with a private reporter or private reporting firm and bear the resulting expense.
