The Charter Review Committee Citizens Forum meeting was called to order by Chair Doreen
Moore at approximately 6:00 p.m.
Staff members present: Andrea Gamble, Deputy Clerk; Ralf Brookes, City Attorney; and Jonathan
Evans, City Manager
1. Roll Call
The Deputy Clerk called the roll and the following members were present:
• Doreen Moore
• Paul Tilka
• Grace Critelli
• Gerri Clyatt
• June Mohns -Absent
• John Hendricks
City Attorney Ralf Brooks explained to the Board and Citizens that the amendments for today's
workshop will be going before the Board of Commissioners on Thursday, December 6, 2018
2. Citizen Forum - Charter Amendments
City Attorney Ralf Brookes read all the amendments to be placed on the March 12, 2019,
Municipal Ballot and explained what the amendments meant. He also answered all questions and
concerns from the Citizens.
Charter Amendment #3
Helen Palladeno, 13319 Boca Ciega Avenue, had concerns on who knowingly violated
the Sunshine Law. Charter Review Committee Chairperson, Doreen Moore and City
Attorney Ralf Brooks explained knowingly.
Linda Hein, 401 150th Avenue, had concerns with commission members knowingly
breaking the Sunshine Law.
Bill Gay, 423 150th Avenue, Apt 1503, had concerns with the Election Laws.
City Attorney Brooks explained if it should not pass, the charter will remain as is.

Commission Chambers located at City Hall, 300 Municipal Drive, Madeira Beach, Florida to
discuss the agenda items of City Business listed at the time indicated below.
