Minutes Charter Review Committee October 7, 2019; 1:00 p.m. City of Madeira Beach Commission Chamber 300 Municipal Drive, FL 33708 1. Call to Order The Charter Review Committee Meeting was called to order by Chair Doreen Moore at approximately 1:00 p.m. Staff members present: Clara VanBlargan, City Clerk; Ralf Brookes, City Attorney 2. Roll Call The City Clerk called the roll, and the following members were present: • Doreen Moore • Paul Tilka • Gerri Clyatt The City Clerk reported that Grace Critelli and June Mohns resigned. The vacancies were advertised. 3. Public Comment There were no public comments. 4. Approval of Minutes: 11/16/2018, Joint Meeting with CRC and CSC; 12/03/2018 CRC Citizens Forum Paul Tilka motioned to approve the meeting minutes as present, the motion was seconded by Gerri Clyatt, and the motion carried 3-0, approved. 5. Discussion of Charter Amendments to be placed on the March 17, 2020 Municipal Ballot The Charter Review Committee reviewed the following three proposed Charter Amendments to be placed on the March 17, 2020 Municipal Election Ballot: A. Charter Amendment modifying the Candidate Qualifying Period for Municipal Elections Page 1 of 2 Paul Tilka motioned to approve the Charter Amendment modifying the Candidate Qualifying Period for Municipal Elections, Gerry Clyatt seconded the motion, and the motion carried 3-0, approved. B. Charter Amendment increasing the term of office for District Commissioners from 2 years to 4 years Paul Tilka motioned to approve the Charter Amendment increasing the term of office for District Commissioners from 2 years to 4 years, Gerry Clyatt seconded the motion, Doreen Moore voted not in favor, and the motion carried 2-1, approved. C. Charter Amendment – Runoff Election Alternative for Tied Elections Gerry Clyatt motioned to approve the Charter Amendment – Runoff Election Alternative for Tied Elections, Paul Tilka seconded the motion, and the motion carried 3-0, approved. 6. Current City Charter The Charter Review Committee also discussed the current City Charter and the proposed changes they made. All members agreed that the City Charter should be reviewed again for changes every ten years. 7. Current City Charter New City Charter 2019 6. ADJOURNMENT One or more Elected or Appointed Officials may be in attendance. Any person who decides to appeal any decision of the Charter Review Committee with respect to any matter considered at this meeting will need a record of the proceedings and for such purposes may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
