PLANNING COMMISSION
The Planning Commission, serving as the Local Planning Agency of the City of Madeira
Beach, Florida will meet at the Madeira Beach Patricia Shontz Commission Chambers
located at 300 Municipal Drive, Madeira Beach, FL 33708, to conduct Public Hearings
on the following City business.

A. TCH 2019-08:
Requesting a Text Change to Code of Ordinances; Land Development Regulations; Chapter 106 –
VEGETATION, ARTICLE II. – LANDSCAPING, Sec. 106-31. - Purpose, to specify stormwater requirements
consistent with comprehensive plan standards, promote greenspace provision and encourage maintenance of
vegetation; Sec. 106-32. - General landscape requirements; Sec. 106-33. - Residential single-family, duplex
and triplex, to reference City of Madeira Beach Landscape Guidelines and impervious area ratios and to
specify setbacks for drainage purposes; Sec. 106-35. – Perimeter landscaping for residential multifamily or
commercial to amend tree standards; Sec. 106-36. – Xeriscape requirements; Section 106-37. Landscape
maintenance, protection, and enforcement; Sec.106-38. - Maintenance and protection of landscaping to
address protection of pervious concrete; Sec. 106-42. – Sea oats/sand dunes, to establish dune protection
standards; ARTICLE III. – TREES, Sec. 106-61. – Purpose to clarify intent; Sec. 106-62 Native and Florida –
friendly species, and Sec. 106-63. – Nonnative “introduced” species, and Sec. 106-64. – Prohibited trees;
exotic species and permit exemptions, to delete list of species moved to Madeira Beach Landscape
Guidelines; Sec.106-65. – Prohibited acts to protect sensitive species, Sec 106-71. – Relocation or
replacement – Specifications to reference the Madeira Beach Landscape Guidelines, amend definitions and
remove reference to waivers; and Sec. 106-72. - Same- Replacement trees and tree requirements for new
development.
B. TCH 2019-09:
Requesting a Text Change to Code of Ordinances; Land Development Regulations; Division 3.- Walls,
Fences, Hedges, and Sand Fences Section 110-447(a) and (b)- Rear yards facing water, to correct scrivener’s
error.
C. TCH 2019-10:
Requesting a Text Change to Code of Ordinances; Land Development Regulations; ARTICLE VII. – OFF-
STREET PARKING AND LOADING, Sec. 110-955. – Methods of providing required parking; Sec. 110-956. –
Shared parking facilities; DIVISION 2. – OFFSTREET PARKING SPACES, Sec. 110-971 – Number of spaces;
Sec. 110-973. – Off-street parking space standards, regular car off-street parking layout; adding Sec. 110-
974. Valet Parking.
D. TCH 2019-11:
Requesting a Text Change to Code of Ordinances; Land Development Regulations, DIVISION 5. – C-1,
TOURIST COMMERCIAL, Sec. 110-259. – Special exception uses, to allow Parking facilities as a principal
use.

Any person who decides to appeal any decision of Planning Commission serving as the Local Planning Agency with respect to any matter considered at this
meeting will need a record of the proceedings and for such purposes may need to ensure that a verbatim record of the proceedings is made, which record
includes the testimony and evidence upon with the appeal is to be based. This is a quasi-judicial proceeding. Any affected person may become a party to this
proceeding and be entitled to present evidence at the hearing including the sworn testimony of witnesses and relevant exhibits and other documentary
evidence and to cross-examine all witnesses by filing a notice of intent to be a party with the city clerk not less than five days prior to the hearing. The law
does not requires the City Clerk to transcribe verbatim minutes; therefore, the applicant must make the necessary arrangements with a private reporter or
private reporting firm and bear the resulting expense. In accordance with the Americans with Disability Act and F.S. 286.26; any person with a disability
