City of Madeira Beach Agenda [Local Planning Agency/Planning Commission] Monday, January 13, 2020 @ 6:00 PM Commission Chambers The Planning Commission of the City of Madeira Beach, Florida will meet in the Patricia Shontz Commission chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below. Meetings will be televised on Spectrum Chanel 640 and Live Streamed on the City’s Website. 1. CALL TO ORDER 2. ROLL CALL A. AGENDA PACKET Meeting Agenda Packet 3. APPROVAL MINUTES 4. NEW BUSINESS a. Introduction of new members. b. TCH 2020-01, Petitioner sponsored ordinance amendment to the City of Madeira Beach Code of Ordinances, DIVISION 3. - R- 2, LOW DENSITY MULTIFAMILY RESIDENTIAL, Sec. 110-206. - Setback requirements, to amend the side setback requirement for lots of under 50 feet in width from 12 total with a minimum of 5 on either side to 10 feet total with a minimum of 5 on either side. c. RE: TCH 2020-02, Proposed amendment to City of Madeira Beach Code of Ordinance, Chapter 102-Signs, Sec. 102-1. – Purpose, specifying intent to protect the environment, Sec. 102-5. - Signs specifically prohibited, providing direction for signage in conservation area, Sec. 102-147. –Area, specifying type of sign regulated, Sec. 102-191. - Electronic reader boards, wall, marquees, canopy, awnings and mansard signs, providing clarification for measurement of minimum and maximum sign area. 5. OLD BUSINESS a. BOC Referral: TCH 2019-02, a proposed amendment to the City of Madeira Beach, Pinellas County, Florida, amending City of Madeira Beach Code of Ordinances, Article VIII. - Special Magistrate, to correct grammar and provide more inclusive language throughout; Sec. 2-501 and 2-503(e), to specify limits on the authority of the special magistrate as relates to licensed and certified decisions; Sec. 2-503(c) to expand the radius of notification; Sec. 2-503(d)(1) to establish cost recovery fee for applicants failure to attend; Sec. 2-503(g) transferring clerical and administrative support from the board of commissioners to the city manager in keeping with professional standards and practice and stating performance standards for the special magistrate; Sec. 2-506(c) specifying the application of the land development code and removing the duplicative quasi-judicial review of the local planning agency; Sec. 2-507 (b) strengthening the standard for review of variances to ensure full compliance with local standards. b. BOC Referral: TCH 2019-01: A proposed amendment to City of Madeira Beach Code of Ordinances, Article Iv.-Special Exception Uses, Sec. 110-124.-Standards and Requirements, (a) to remove the duplicative quasi-judicial review by the local planning agency, and Sec. 110-124. (b)(7) to correct grammatical error. 6. ADMINISTRATIVE/STAFF PRESENTATION a. Approval of 2020 Meeting Schedule b. Initial Report: Exploring Proportionate-Share Development Fees 7. PLANNING COMMISSION DISCUSSION 8. NEXT MEETING - FEBRUARY 10, 2020; 6:00 PM 9. ADJOURNMENT One or more Elected or Appointed Officials may be in attendance. Any person who decides to appeal any decision of the Planning Commission with respect to any matter considered at this meeting will need a record of the proceedings and for such purposes may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. The law does not require the Clerk of Planning Commission to transcribe verbatim minutes; therefore, the applicant must make the necessary arrangements with a private reporter or private reporting firm and bear the resulting expense.
