City of Madelia City Council Meeting Monday, May 9, 2016 A regular meeting of the Madelia City Council was held on May 9, 2016 at 7:00 pm. The meeting was called to order by Mayor Mike Grote, all members were present. A Motion was made by Andy Gappa and seconded by John Nelson to approve the agenda, with one additional agenda item-Contracted Mowing. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Larry Schickling and seconded by Dave Whitney to approve the minutes of the April 25, 2016 meetings. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Dave Whitney and seconded by Larry Schickling to approve the bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney, John Nelson and Larry Schickling. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by John Nelson to approve a Down Payment Assistance Loan in the amount of $9,000.00 for the purchase of the home located at 216 Benzel Avenue SW, Madelia. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve a Down Payment Assistance Loan in the amount of $4,988.00 for the purchase of the home located at 313 First Street SE, Madelia. Voting in favor of said motion, Andy Gappa, John nelson, Larry Schickling, Dave Whitney and Mike Grote, Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the Annual Madelia Chamber Golf Tournament; this year they will be hosting a band in the outdoor tent starting at 8:30 p.m. to 12 mid-night, along with the proceeds of the keg beer sales to help cover the cost of the band, contingent on the staffing availability by the Club House Manager, Gary Forstner. The City Administrator was instructed to check on insurance for outdoor events and if fencing was required for the area. Voting for said motion; Mike Grote, John Nelson, Andy Gappa, Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by John Nelson and seconded by Larry Schickling to award Pearson Brothers the 2016 Seal Coating Project in the amount of $83,799.12 upon recommendation of Street Supervisor, Mark Blekestad. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Larry Schickling and seconded by Dave Whitney to approve purchase of a 2001 International Tandem Truck, owned by MNDOT in the amount of $15,000.00 for use by the Madelia Street Department, with the understanding that the two oldest dump trucks would be sold. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Dave Whitney and seconded by Larry Schickling to approve the following 2016 Street Closures: EMS – May 18th 5:30 to 7:30 Benzel to Abbot Ave SW Memorial Day Parade Park Days Parade MCHC Scrub Run Younger Brothers Celebration Homecoming Parade Razzle Dazzle Parade Voting in favor of said motion, Mike Grote, Andy Gappa, Larry Schickling and Dave Whitney with John Nelson voting against said motion, motion carried. A Motion was made by Dave Whitney and seconded by John Nelson to approve the lettering for the painting project of the Madelia Water Tower. The Tower is to be painted “Delta Blue” with the City’s name: Madelia on the tower in two different places. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Dave Whitney and seconded by John Nelson to approve additional “Contracted Mowing” areas for the City at a cost of $180.00 per mowing with Jay Janowski. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. With no further business before the City Council, a Motion was made by John Nelson and seconded by Andy Gappa to adjourn the meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. Meeting was adjourned.
