City of Madelia City Council Meeting Monday, September 12, 2016 A regular meeting of the Madelia City Council was held on September 12, 2016 at 7:00 pm. The meeting was called to order by Mayor Mike Grote. Those present for the meeting were; Dave Whitney and Andy Gappa; John Nelson and Larry Schickling were absent from the meeting. Mayor Mike Grote conducted the “Oath of Office” with Office Kyle Martin. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve the agenda with two additional agenda items; Sewer share cost and contracted mowing. Voting in favor of said motion, Mike Grote, Dave Whitney and Andy Gappa. Voting against none, motion carried with Larry Schickling and John Nelson absent. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the minutes of the August 22, 2016 meetings. Voting in favor of said motion, Mike Grote, Dave Whitney and Andy Gappa. Voting against none, motion carried, with Larry Schicking and John Nelson absent. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve the bills as listed. Voting in favor of said motion, Mike Grote, Dave Whitney and Andy Gappa. Voting against none, motion carried, with Larry Schickling and John Nelson absent. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve Resolution 2016-16 – Decertifying TIF 9. Voting in favor of said motion, Mike Grote, Dave Whitney and Andy Gappa. Voting against none, motion carried, with Larry Schickling and John Nelson absent. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the purchase of a 2017 Ford 250 Supercab 4 X 4XL shortbox from Madelia Ford in the amount of $30, 655.00. The other bid submitted was for a 2016 White Supercab F250 with slight hail damage in the amount of $28,900.00 from Madelia Ford. No other bids were received. Voting for said Motion; Mike Grote, Andy Gappa and Dave Whitney. Motion was approved with Larry Schickling and John Nelson absent. A Motion was made by Dave Whitney and seconded by Andy Gappa to table agenda item; discuss or take appropriate action on Street Department Equipment. Voting in favor of said motion, Mike Grote, Dave Whitney and Andy Gappa. Voting against none, motion carried, with Larry Schickling and John Nelson absent. A Motion was made by Andy Gappa and seconded by Dave Whitney to advertise a “Request For Proposal” for a five (5) year mowing contract for the Watona Park System and other City lots. Voting in favor of said motion; Mike Grote, Dave Whitney and Andy Gappa. Voting against none, motion carried, with Larry Schickling and John Nelson absent. A Motion was made by Mike Grote and seconded by Dave Whitney to approve a cost share in the installation of water and sewer at the addresses of 217 Fifth Street SE and 219 Fifth Street SE; the conditions were, the City of Madelia will pay water and sewer installation expenses not to $5,000.00 and there must be a house built within one year’s time, (September 12, 2017). The City of Madelia will not be responsible for any other costs incurred over and above this amount ($5,000.00). Owner will be responsible to pay the remainder of the expenses for this project. Voting against none, motion was carried with Larry Schickling and John Nelson absent. With no further business before the City Council, a Motion was made by Dave Whitney and seconded by Andy Gappa to adjourn the meeting. Voting in favor of said motion, Mike Grote, Dave Whitney, and Andy Gappa. Voting against none, motion carried, with Larry Schickling and John Nelson absent. Meeting was adjourned.
