City Council Meeting
Monday, September 26, 2016
A regular meeting of the Madelia City Council was held on September 26, 2016 at 7:00
pm. The meeting was called to order by Mayor Mike Grote. Those present for the
meeting were; Andy Gappa; and Larry Schickling. Those absent from the meeting were
John Nelson and Dave Whitney.
A Motion was made by Andy Gappa and seconded by Larry Schickling to approve the
agenda with two additional agenda items; Snow blower and Street Closure. Voting in
favor of said motion, Mike Grote, Andy Gappa and Larry Schickling. Voting against
none, motion carried with Dave Whitney and John Nelson absent.
A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the
minutes of the September 12, 2016 meetings. Voting in favor of said motion, Mike
Grote, Andy Gappa and Larry Schickling. Voting against none, motion carried with
Dave Whitney and John Nelson absent.
A Motion was made by Andy Gappa and seconded by Larry Schickling to approve the
bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa and Larry
Schickling. Voting against none, motion carried with Dave Whitney and John Nelson
absent.
A Motion was made by Larry Schickling and seconded by Andy Gappa to approve
Resolution 2016-17 – Approving a Bingo and Raffle License for the St Mary’s Church on
Sunday, November 6, 2016 at the St Mary’s Social Hall. Voting in favor of said motion,
Mike Grote, Andy Gappa and Larry Schickling. Voting against none, motion carried with
Dave Whitney and John Nelson absent.
A Motion was made by Andy Gappa and seconded by Larry Schickling to approve
Resolution 2016-18-Authorizing the City Administrator to administer the Technical
Assistance Grant for Economic Development. The City will be partnering with the
Region 9 Development Commission to carry out the work for this grant. This would be
the State portion of the Grant. Voting in favor of said motion, Mike Grote, Andy Gappa
and Larry Schickling. Voting against none, motion carried with Dave Whitney and John
Nelson absent.
A Motion was made by Larry Schickling and seconded by Andy Gappa to approve
Resolution 2016-19 – approving the Preliminary Tax Levy in the amount of $539,659.00
payable in 2017. This is a 2% increase of $9,012.91. The Council may reconsider and
reduce this levy amount, prior to yearend. The Final Tax Levy for 2017 will be approved
at the December 12, 2016 City Council Meeting. Voting in favor of said motion, Mike
Grote, Andy Gappa and Larry Schickling. Voting against none, motion carried with
Dave Whitney and John Nelson absent.
A Motion was made by Andy Gappa and seconded by Larry Schickling to accept the
Proposal from Brunton Architects to provide professional design services in the
preliminary stages of the “Fire/Police/EMS Building. ($11,300.00) Voting in favor of said
motion, Mike Grote, Andy Gappa and Larry Schickling. Voting against none, motion
carried with Dave Whitney and John Nelson absent.
A Motion was made by Andy Gappa and seconded by Larry Schickling to award the
repairs of the Storm Sewer and Water leak to Holtmeier Construction at the intersection
of Center Avenue North and First Street NE in the amount of $28,177.10, with the
understanding that the intersection must remain passable due to the high traffic volume
in that area. Voting in favor of said motion, Mike Grote, Andy Gappa and Larry
Schickling. Voting against none, motion carried with Dave Whitney and John Nelson
absent.
A Motion was made by Mike Grote and seconded by Dave Whitney to approve an
update to the Water Department’s computer operating system by Automatic Systems in
the amount of $22,618.00. The last update was done in 2000. Voting in favor of said
motion, Mike Grote, Andy Gappa and Larry Schickling. Voting against none, motion
carried with Dave Whitney and John Nelson absent.
A Motion was made by Andy Gappa and seconded by Larry Schickling to approve a
change in the wage and rate scale of the Madelia Police Officer’s Union Contract
contingent on approval from Law Enforcement Labor Services. Year One starting wage
would go from $17.51 to $19.83 which would be comparable to the starting wage of
other departments within the City. The new wage scale would show an annual increase
through Year Six. Voting in favor of said motion, Mike Grote, Andy Gappa and Larry
Schickling. Voting against none, motion carried with Dave Whitney and John Nelson
absent.
A Motion was made by Larry Schickling and seconded by Andy Gappa to approve
Police Chief Rob Preacher’s employment contract commencing on January 1, 2017.
This contract will remain in effect until Officer Prescher resigns or the City of Madelia
terminates the contract. This will cover an aggregate base salary of $67,632.38 per
annum, after the initial year of employment Officer Prescher shall receive a two percent
increase calculated by the base wage of each previous year. Voting in favor of said
motion, Mike Grote, Andy Gappa and Larry Schickling. Voting against none, motion
carried with Dave Whitney and John Nelson absent.
A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the
purchase of a Snow blower for the Madelia Street Department from Crysteel for a cost
of $8,600.00. Voting in favor of said motion, Mike Grote, Andy Gappa and Larry
Schickling. Voting against none, motion carried with Dave Whitney and John Nelson
absent.
A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the
temporary periodic closings of Main Street due to the construction and rebuilding of the
businesses that experienced a fire on February 3, 2016. Voting in favor of said motion,
Mike Grote, Andy Gappa and Larry Schickling. Voting against none, motion carried with
Dave Whitney and John Nelson absent.
With no further business before the City Council, a Motion was made by Dave Whitney
and seconded by Andy Gappa to adjourn the meeting. Voting in favor of said motion,
Mike Grote, Dave Whitney, and Andy Gappa. Voting against none, motion carried, with
Larry Schickling and John Nelson absent.
