City of Madelia City Council Meeting Monday, October 10, 2016 A regular meeting of the Madelia City Council was held on October 10, 2016 at 7:00 pm. The meeting was called to order by Mayor Mike Grote. Those present for the meeting were; Andy Gappa; Dave Whitney and Larry Schickling. Absent from the meeting was John Nelson. A Motion was made by Andy Gappa and seconded by Larry Schickling to accept a plaque in memory of John Bernhard Ellingsberg, presented by Jeff Tiedeken representing the Ellingsberg Family. This plaque will be fastened to a wall at the large tan shelter in the City Park System, Watona Park. The dedication will take place the third Sunday of August 2017. Voting for said motion; Andy Gappa, Dave Whitney and Mike Grote, voting against none with John Nelson absent. Motion was approved. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the agenda with one additional agenda items, Resolution 2016-20; Raffle and Bingo request. Voting in favor of said motion, Mike Grote, Andy Gappa and Dave Whitney and Larry Schickling. Voting against none, motion carried with John Nelson absent. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the minutes of the September 26, 2016 meetings. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney and Larry Schickling. Voting against none, motion carried with John Nelson absent. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve the bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa and Larry Schickling and Dave Whitney. Voting against none, motion carried with John Nelson Absent. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve Resolution 2016-20– Approving a “Double Dollar” Charitable Raffle. There will be 50 drawings starting January 4, 2017 through December 13, 2017. The proceeds will be used to fund many local projects along with state, national and international projects. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney and Larry Schickling. Voting against none, motion carried with John Nelson absent. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve a five (5) year Mowing Contract with J & L Lawn Service for the City Park and City owned lots throughout the City. This contract would start 2017 and end 2021. The cost per mowing for 2017 would be 750.00 and cost for weed application would be $900.00. There will be a 3% increase in cost per years; for years 2018-2021. John Hoeft, owner of J & L Lawn Service will be required to provide a $2,000,000 Liability Insurance coverage and obtain the applicable licenses required through the State of Minnesota for maintaining public lawns. City Attorney, Wade Abed, will prepare a Contract Agreement between the City of Madelia and J & L Lawn Service, including a six month opt out clause. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney and Larry Schickling. Voting against none, motion carried with John Nelson absent. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the five (5) year Solid Waste Contract Agreement between the City of Madelia and Madelia Sanitation; 2017-2021 with Council agreeing to the following changes: 1. The Contractor shall have the ability to bill Commercial Business according to the size of the container unit, and the frequency the container is emptied by Contractor. 2. The City will now require all residents to bag their garbage. All garbage cans must be lined with a garbage bag. (Cans containing loose garbage will not be collected – the container will be tagged and left on the curb.) 3. The Contractor further agrees to have vehicles stationed in Madelia at all times, for the convenience of the local residents. 4. Either party can, upon a thirty-day written notice, request a meeting to review and discuss a change in rates. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney and Larry Schickling. Voting against none, motion carried with John Nelson absent. The Madelia Fire Department and The Madelia Rescue Squad were present to visit and update the Council in regard to the progress of the new Safety Building. With no further business before the City Council, a Motion was made by Andy Gappa and seconded by Dave Whitney to adjourn the meeting. Voting in favor of said motion, Mike Grote, Dave Whitney, Larry Schickling and Andy Gappa. Voting against none, motion carried, with John Nelson absent. Meeting was adjourned.
