City of Madelia City Council Meeting Monday, October 24, 2016 A regular meeting of the Madelia City Council was held on October 24, 2016 at 7:00 pm. The meeting was called to order by Mayor Mike Grote. Those present for the meeting were; Andy Gappa; Dave Whitney and Larry Schickling. Absent from the meeting was John Nelson. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the agenda with one additional agenda items, Insurance Waiver. Voting in favor of said motion, Mike Grote, Andy Gappa and Dave Whitney and Larry Schickling. Voting against none, motion carried with John Nelson absent. A Motion was made by Dave Whitney and seconded by Larry Schhickling to approve the minutes of the October 10, 2016 meetings. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney and Larry Schickling. Voting against none, motion carried with John Nelson absent. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve the bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa and Larry Schickling and Dave Whitney. Voting against none, motion carried with John Nelson absent. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve a Down Payment Assistance loan for Keith and Sheila Kilmer in the amount of $9,000.00 for the purchase of the home located at 208 Crosby Avenue NE. The interest rate will be 7% and the term of the loan will be for a period of ten years. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney and Larry Schickling. Voting against none, motion carried with John Nelson absent. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve a Down Payment Assistance loan for Michael Forstner in the amount of $9,000.00 for the purchase of the home located at 510 West Main Street. The interest rate will be 6% and the term of the loan will be for a period of ten years, contingent on the value of the home being appraised at 105,000.00 or more. Voting in favor of said motion, Mike Grote, Andy Gappa and Larry Schickling with Dave Whitney abstaining from the vote; motion carried with John Nelson absent. Tim Gappa addressed the Council in regard to the Ordinance (70.252) Regulating Special Vehicles. He would like the Council to amend the Ordinance and include Mini- Truck licensing within the City and allow access into and leaving the community. With no further business before the City Council, a Motion was made by Andy Gappa and seconded by Dave Whitney to adjourn the meeting. Voting in favor of said motion, Mike Grote, Dave Whitney, Larry Schickling and Andy Gappa. Voting against none, motion carried, with John Nelson absent. Meeting was adjourned.
