Truth in Taxation Public Hearing
Monday, December 12, 2016
6:00 p.m.
The meeting was called to order by Mayor Mike Grote. Those present were; Larry
Schickling, John Nelson and Andy Gappa . City Administrator, Jane Piepgras presented
the 2017 Budget and Property Tax Levy. For the fiscal year 2017, the City Council of
Madelia will certify a Property Tax Levy amount of $539,659.00. This is a 2% increase for
a difference of $9,012.91 from the 2016 Property Tax Levy. For the 2017 General Fund
Budget, Revenues; $1,537,378.00 and Expenditures; $2,211,464.00. Funds included
are: General, Golf, Park, Pool, Police, Fire, Ambulance and Street. We receive
215,000.00 in transfers from the enterprise funds; $55,000-Madelia Light Plant,
$85,000.00 – Madelia Water Department, $35,000.00 – Madelia Wastewater Department
and $35,000.00 –Madelia Liquor Store. A Motion was made by Andy Gappa and seconded
by John Nelson to approve the 2016 Truth in taxation Public Hearing. With no further
business before the Council, A motion was made to adjourn by Larry Schickling and
seconded by Andy Gappa, voting in favor of said motion; Mike Grote, Larry Schickling,
John Nelson and Andy Gappa. meeting was adjourned.
City Council Meeting
Monday, December 12, 2016
A regular meeting of the Madelia City Council was held on December 12, 2016 at 7:00 pm.
The meeting was called to order by Mayor Mike Grote, those present were, John Nelson,
Larry Schickling and Andy Gappa with Dave Whitney absent.
A Motion was made by John Nelson and seconded by Larry Schickling to approve the
agenda. Voting in favor of said motion; Mike Grote, John Nelson, Larry Schickling and
Andy Gappa, with Dave Whitney absent. Motion was approved.
A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the
minutes of the November 28, 2016 City Council Meeting. Voting in favor of said motion;
Mike Grote, John Nelson, Larry Schickling and Andy Gappa, with Dave Whitney absent.
Motion was approved.
A Motion was made by Andy Gappa and seconded by John Nelson to approve the bills as
listed. Voting in favor of said motion; Mike Grote, Andy Gappa, John Nelson and Larry
Schickling. Motion was approved with Dave Whitney absent from the vote.
A Motion was made by Andy Gappa and seconded by Larry Schickling to approve
Resolution 2016-21, approving a Bingo/Raffle license for the St Mary’s School as a fund
raiser for the “Children Education” on Sunday, January 29, 2017. Voting in favor of said
motion; Mike Grote, John Nelson, Larry Schickling and Andy Gappa, Motion was
approved, with Dave Whitney absent.
A motion was made by Larry Schickling and seconded by John Nelson adopting
Resolution 2016--22, certifying the 2017 Property Tax Levy in the amount of $539,659.00
which is a 2% increase from the 2016 Property Tax Levy ($9,012.91). This Resolution set
the 2017 City fees and rates. Voting in favor of said motion; Mike Grote, John Nelson,
Larry Schickling and Andy Gappa, Motion was approved with Dave Whitney absent.
A motion was made by Larry Schickling and seconded by Dave Whitney to approve a bid
from Crysteel Truck Equipment in the amount of $9,399.00 for the purchase of a utility box
for the Water Department’s F250 2017 pickup truck. Voting in favor of said motion; Mike
Grote, John Nelson, Larry Schickling and Andy Gappa, Motion was approved with Dave
Whitney absent.
A motion was made by John Nelson and seconded by Larry Schickling to approve a bid
from Madelia Ford in the amount of $27,840.00 for the purchase of a 2017 F250 4 X 4
Ford Pickup for the Street Department. Voting in favor of said motion; Mike Grote, John
Nelson, Larry Schickling and Andy Gappa, Motion was approved with Dave Whitney
absent.
A Motion was made by Larry Schickling and seconded by John Nelson to approve a bid
from RDO Equipment Company (John Deere) – with an address of 1910 LorRay Drive
North Mankato MN 56003, for the lease of a 2017 John Deere 624K Loader (with grapple
hook). The lease would extend for five (5) years with an annual payment of $12,835.31.
Voting in favor of said motion; Mike Grote, John Nelson, Larry Schickling and Andy Gappa.
Motion was approved with Dave Whitney absent.
A motion was made by Andy Gappa and seconded by Larry Schickling to approve the
2017 Fire Department Officers:
Fire Chief – Mark Denn
1st Asst. – Dustin VanHale
2nd Asst. – Bill Crowley
Secretary – John Nelson
Training Officer- Adam Lawrence
Voting in favor of said motion; Mike Grote, Larry Schickling and Andy Gappa, motion was
approved with John Nelson abstaining from the vote.
A motion was made by Larry Schickling and seconded by John Nelson to approve the
2017 Ambulance Service Officers:
Captain – Rebecca Griebel
Training Officer – Terri Baumgartner
Secretary/Treasurer-Sarah VanHale
Ambulance Manager – Chris Burban
Voting in favor of said motion; Mike Grote, John Nelson, Larry Schickling and Andy Gappa,
motion was approved with Dave Whitney absent.
A motion was made by John Nelson and seconded by Larry Schickling to approve
removing employee Nate Gappa from probationary status to full-time employment status.
Voting in favor of said motion; Mike Grote, John Nelson and Larry Schickling motion was
approved with Andy Gappa abstaining from the vote and Dave Whitney being absent from
the vote.
Mayor, Mike Grote, informed the public; The City of Madelia had received a grant in the
amount of $5,000.00 from AgStar Financial Services to assist with the expenses toward
the future Emergency Services building. He took the opportunity to thank AgStar Financial
for their generous donation, and extend much appreciation for working with the City of
Madelia on this project.
With no further business before the City Council, a Motion was made by John Nelson and
seconded by Larry Schickling to adjourn the meeting. Voting in favor of said motion; Mike
Grote, John Nelson, Larry Schickling and Andy Gappa, motion was approved with Dave
Whitney absent.
Meeting was adjourned.
