City Council Meeting Monday, March 13, 2017 The meeting was called to order by Mayor Mike Grote. Those in attendance were; Andy Gappa, Larry Schickling and John Nelson and Dave Whitney. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the agenda. Voting in favor of said motion, Mike Grote, Andy Gappa, Larry Schickling and John Nelson and Dave Whitney. Voting against none, motion was approved. A Motion was made by John Nelson and seconded by Dave Whitney to approve the minutes of the February 27, 2017 City Council Meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve the bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa and Larry Schickling and John Nelson and Dave Whitney. Voting against none, motion was approved. A Motion was made by John Nelson and seconded by Dave Whitney to approve Resolution 2017-03 a Bingo and Raffle License for the Madelia Chamber of Commerce on Saturday, July 8, 2017 at the Watona Park during the community Park Days event. Voting in favor of said motion; John Nelson, Mike Grote, Dave Whitney, Larry Schickling and Andy Gappa, motion was approved. A Motion was made by Dave Whitney and seconded by Larry Schickling to approve the requested expenditures of the Madelia Chamber of Commerce for the 2017 Park Days events; temporary liquor license at the Watona Park on July 7 and July 8, 2017, Fireworks Display in the amount of $3,500.00 scheduled for July 7, 2017, and additional promotional expenses totaling $5,050.00. Voting in favor of said motion; John Nelson, Mike Grote, Dave Whitney, Larry Schickling and Andy Gappa, motion was approved. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve closing certain streets for upcoming 2017 community events: 2017 EMS Week -the week of May 21st Memorial Day Parade-May 29th Park Days Parade – Madelia Community Hospital Scrub Run Younger Bros Fire Prevention Week Homecoming Parade Razzle Dazzle Parade Voting in favor of said motion; John Nelson, Mike Grote, Dave Whitney, Larry Schickling and Andy Gappa, motion was approved. A Motion was made by Dave Whitney and seconded by John Nelson to approve Total Lawn Care and Landscaping’s (Dustin VanHale) request to increase the driveway entrance to his business, an additional 18’. Voting in favor of said motion; John Nelson, Mike Grote, Dave Whitney, Larry Shackling and Andy Gappa, motion was approved. A Motion was made by Dave Whitney and seconded by John Nelson to approve advertising for 2017 seasonal staff for golf, park, pool and custodian for the city hall building. Voting in favor of said motion; John Nelson, Mike Grote, Dave Whitney, Larry Shackling and Andy Gappa, motion was approved. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve the Request for Proposal submitted by Rice Companies for the relocation of the Madelia Liquor Store, which is a “Turn Key Plan”, with the understanding that any revision of plans would be brought before the Liquor Commission for review and approval but there are to be no additional costs incurred without discussion and approval from the City Council. An amount of $108,000.00 would be required as a down payment to initiate the start of this project. The building is located at the corner of Center Avenue North and Main Street East. Voting in favor of said motion, Mike Grote, Andy Gappa, and Larry Schickling and Dave Whitney, abstaining from the vote; John Nelson, motion was approved. A Motion was made by John Nelson and seconded by Larry Schickling to approve the repairs to the Madelia Wastewater UV System in the amount of $17,722.00. Voting in favor of said motion; John Nelson, Mike Grote, Dave Whitney, Larry Shackling and Andy Gappa, motion was approved. With no further business before the Council, A Motion was made by John Nelson and seconded by Andy Gappa to adjourn the meeting.
