City Council Meeting Monday, August 14, 2017 The meeting was called to order by Mayor Mike Grote. Those in attendance were; Andy Gappa, John Nelson and Larry Schickling with Dave Whitney absent. A Motion was made by Larry Schickling and seconded by John Nelson to approve the agenda with two additional agenda items (Josh Lunz and Employee Probation). Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling. Voting against none, motion was approved with Dave Whitney absent. A Motion was made by Andy Gappa and seconded by John Nelson to approve the minutes of the July 24, 2017 City Council Meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling. Voting against none, motion was approved with Dave Whitney absent. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa and John Nelson and Larry Schickling. Voting against none, motion was approved with Dave Whitney absent. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve a Business Loan to Caleb Fenske and Doug Fenske in the amount of $130,000.00 for the purchase of a building and equipment to operate a business by the name of Lost Sanity Brewing. The loan would be for a term of 20 years with an interest rate of 1%. This loan request was approved by the Madelia EDA. Voting in favor of said motion, Andy Gappa, John Nelson and Larry Schickling. Voting against none, with Mike Grote abstaining from the vote, motion was approved with Dave Whitney absent. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve an hourly wage increase for the part-time employees at the Madelia Liquor Store. Voting in favor of said motion, Mike Grote, Andy Gappa, and Larry Schickling. Voting against none, with John Nelson abstaining from the vote, motion was approved with Dave Whitney absent. City Attorney, Alex Johnson, updated the Council on the “Schaible Law Suit”. Josh Lunz addressed the Council in regard to a possible Liquor License request. Josh Lunz owns the establishment located at 421 East Main Street and would like to hold special events throughout the year that would offer alcohol and live music. The building is currently vacant and undergoing a major rehab. A Motion was made by Larry Schickling and seconded by Andy Gappa to “Table” his liquor license request – instructing the City Attorney to look into adequate licensing that would be needed for such an establishment. Further discussion of this will continue at the next City Council Meeting (August 28, 2017). Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling. Voting against none, motion was approved with Dave Whitney absent from the vote. A Motion was made by John Nelson and seconded by Larry Schickling to remove Officer Kyle Martin after completing one full year of probationary type employment to full-time employment as of August 14, 2017. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling. Voting against none, motion was approved with Dave Whitney absent. With no further business before the Council, A Motion was made by Andy Gappa and seconded by John Nelson to adjourn the meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling. Voting against none, motion was approved with Dave Whitney absent from the vote.
