City of Madelia City Council Meeting Monday, October 23, 2017 A regular meeting of the Madelia City Council was held on October 23, 2017 at 7:00 pm. The meeting was called to order by Mayor Mike Grote, those present were; Andy Gappa, John Nelson, and Dave Whitney with Larry Schickling absent. A Motion was made by Dave Whitney and seconded by John Nelson to approve the agenda. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Dave Whitney. Voting against none, motion carried with Larry Schickling absent. A Motion was made by Andy Gappa and seconded by John Nelson to approve the minutes of the October 9, 2017 meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Dave Whitney. Voting against none, motion carried with Larry Schickling absent. A Motion was made by John Nelson and seconded by Dave Whitney to approve the bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney and John Nelson. Voting against none, motion carried, with Larry Schickling absent. A Motion was made by Andy Gappa and seconded by John Nelson to approve Resolution 2017-15 Dispersing Funding from the State of Minnesota for Fire Remediation Grant; this Resolution is authorizing the disbursement of funds in the amount of $941,213.83 as “Fire Recovery Funds” to the business owners affected by the February 3, 2016 Downtown Fire: Dream River Marketing Group - $370, 893.84 McCabe Properties - $68,104.80 HC Gunderson - $502,215.19 To receive these funds-invoices were submitted and approved by Homeland Security and Emergency Management. These funds are part of the 1.4-million-dollar State Fire Remediation Grant. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Dave Whitney. Voting against none, motion carried with Larry Schickling absent. A Motion was made by Andy Gappa and seconded by Dave Whitney to table Resolution 2017-16 A Resolution authorizing the Disbursement of Tax Abatement Funds to the business owners affected by the February 3, 2016, Downtown Fire. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney and, John Nelson. Voting against none, motion carried, with Larry Schickling absent. A Motion was made by Andy Gappa and seconded by Dave Whitney to table Resolution 2017-16 A Resolution authorizing the Disbursement of Tax Abatement Funds to the business owners affected by the February 3, 2016, Downtown Fire. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney and John Nelson. Voting against none, motion carried, with Larry Schickling absent. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve Resolution 2017-17; Madelia Rotary Raffle Request. The Madelia Rotary Club made application for a raffle license event commencing on January 3, 2018 and ending on December 12, 2018. They will sell 200 tickets with $50.00 drawings each Wednesday throughout the year. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney and John Nelson. Voting against none, motion carried, with Larry Schickling absent. A Motion was made by Andy Gappa and seconded by John Nelson to approve a Wastewater Facility Plan Proposal in the amount of $48,500.00 presented by the City Engineer, Bolton and Menk. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney and John Nelson. Voting against none, motion carried, with Larry Schickling absent. A Motion was made by John Nelson and seconded by Dave Whitney to approve amending the Sanitary Sewer Easement Agreement with HC Gunderson and the City of Madelia in regard to the property located at 1 West Main. The Parties share a sewer line over and across a portion of the Madelia Property; expenses for maintenance and repairs to this line will now be equally shared by both Parties. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney and John Nelson. Voting against none, motion carried, with Larry Schickling absent. Citizens Communication: Pat Hruby informed the Council that residents of the Riverview Heights Subdivision were locating arrows in their yards; assuming these were coming from the archery range located southeast of the Riverview Heights Subdivision, upon direction from the Council, the City Administrator was to contact the Madelia Sportsman’s Club and ask that the range be dismantled due to safety issues. With no further business before the City Council, a Motion was made by Andy Gappa and seconded by John Nelson to adjourn the meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Dave Whitney. Voting against none, motion carried with Larry Schickling absent. Meeting was adjourned.
