City Council Meeting
Monday, November 13, 2017
A regular meeting of the Madelia City Council was held on November 13, 2017 at 7:00
pm. The meeting was called to order by Mayor Mike Grote, those present were; Andy
Gappa, John Nelson, and Dave Whitney and Larry Schickling..
A Motion was made by John Nelson and seconded by Larry Schickling to approve the
agenda with (4) added agenda items. Voting in favor of said motion, Mike Grote, Andy
Gappa, John Nelson and Dave Whitney and Larry Schickling. Voting against none,
motion carried.
A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the
minutes of the October 23, 2017 meeting. Voting in favor of said motion, Mike Grote,
Andy Gappa, John Nelson and Dave Whitney and Larry Schickling. Voting against
none, motion carried.
A Motion was made by Dave Whitney and seconded by John Nelson to approve the
bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney
and John Nelson and Larry Schickling. Voting against none, motion carried.
A Motion was made by Andy Gappa and seconded by John Nelson to approve
Resolution 2017-16 Dispersing Funding from the State of Minnesota appropriated for
Tax Abatement Fire Remediation; this Resolution is authorizing the disbursement of
funds in the amount of $338,674.92 as “Tax Abatement Funds” to the business owners
affected by the February 3, 2016 Downtown Fire:
Culligan Softwater $84,668.73
Hope & Faith Floral $84,668.73
McCabe Properties $45,043.76
HC Gunderson $42,334.37
HC Gunderson $81,959.33
To receive these funds-invoices were submitted and approved by Homeland Security
and Emergency Management. These funds are part of the 1.4-million-dollar State Fire
Remediation Grant. Voting in favor of said motion, Mike Grote, Andy Gappa, John
Nelson and Dave Whitney and Larry Schickling. Voting against none, motion carried.
A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the
2018 requested Business Licenses. Voting in favor of said motion, Mike Grote, Andy
Gappa, Dave Whitney, Larry Schickling and John Nelson. Voting against none, motion
carried.
A Motion was made by Dave Whitney and seconded by Larry Schickling to approve a
bid from Madelia Ford in the amount of $31,682.00 for the purchase of a 2018 Ford
AWD Police Intrerceptor Vehicle. The second bid received was from Ford of Hibbing in
the amount of $31,884.00. Voting in favor of said motion, Mike Grote, Andy Gappa,
Dave Whitney, Larry Schickling and John Nelson. Voting against none, motion carried.
A Motion was made by John Nelson and seconded by Larry Schickling to hold a Public
Hearing scheduled for Monday, November 27, 2017 to consider the sale of the Property
described as; The North 50 acres of the West Half of the Northwest quarter (W1/2 NW
¼), Section 35, Township 107, Range 30, Watonwan County, Minnesota. The Council
will receive input from the general public and will decide at that time, if is in the best
interest of the City to sell this property and determine if it will further economic
development. Voting in favor of said motion, Mike Grote, Andy Gappa, Larry Schickling
and John Nelson. Voting against none, motion carried with Dave Whitney abstaining
from the vote.
A Motion was made by John Nelson and seconded by Larry Schickling to approve the
bid submitted by L & B Contractors in the amount of $8,520.00 for the renovation of the
“Old” Liquor Store area. The second bid received was Halverson Construction in the
amount of $9,740.00. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave
Whitney, Larry Schickling and John Nelson. Voting against none, motion carried.
A Motion was made by Andy Gappa and seconded by Dave Whitney to approve an
increase in retirement benefits for the Madelia Fire Relief Association by $100.00 per
year of service. This would change the yearly retirement benefit from $1,500.00 per
year starting in 2018 to $1,600.00. Voting in favor of said motion, Mike Grote, Andy
Gappa, Dave Whitney and Larry Schickling. Voting against none, motion carried, with
John Nelson abstaining from the vote.
Joel Gappa addressed the Council in regard to a restructured loan request from Joel
and Lise Gappa in the amount of $24,801.13 each; (which was originally issued) for the
rehabilitation of their apartment complexes located at 509 East Main, Madelia. The loan
is for a term of 15 years with an interest rate being that of a (3-year CD). This was
approved by the Madelia EDA and the Madelia City council at a meeting on September
25, 2017. Joel Gappa requested the Council reconsider the required “Personal
Guarantee”. It was the recommendation of the City Attorney; Alex Johnson that Council
make no changes. No changes were made; Council did not act on this request.
A Motion was made by John Nelson and seconded by Larry Schickling Nelson to
approve the bid from David and Debra Cerny in the amount of $240,000.00 with a
possession date of January 2018 for the sale of the 4-Plex Apartment Complex;
Voting in favor of said motion; Andy Gappa, John Nelson, Mike Grote, Larry Schickling
and Dave Whitney, motion was approved.
A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the bid
from Brad Tatro in the amount of $1,000.00 for the sale of vacant lot property;
Voting in favor of said motion; Andy Gappa, John Nelson, Mike Grote, Larry Schickling
and Dave Whitney, motion was approved.
With no further business before the City Council, a Motion was made by John Nelson
and seconded by Larry Schickling to adjourn the meeting. Voting in favor of said motion,
Mike Grote, Andy Gappa, John Nelson, Larry Schickling and Dave Whitney. Voting
against none, motion carried.
