City Council Meeting Monday, September 23, 2019 The meeting was called to order by Mayor Mike Grote. Those in attendance were; Mike Grote, Andy Gappa, Cody Eager, Larry Schickling and Dave Whitney. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the Consent Items. Voting in favor of said motion, Mike Grote, Cody Eager, Dave Whitney, Larry Schickling and Andy Gappa, motion was approved. A Motion was made by Larry Schickling and seconded by Cody Eager to adopt Resolution 2019-13, a Bingo and Raffle License for the St. Mary’s School on November 4, 2019. Voting in favor of said motion; Mike Grote, Cody Eager, Dave Whitney, Larry Schickling and Andy Gappa; motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to adopt Resolution 2019-14, Resolution Adopting the Preliminary Property Tax Levy for 2020, and Establishing Budget Sessions and Public Hearing to Set Final Property Tax Levy and 2020 Budget. Voting in favor of said motion; Mike Grote, Cody Eager, Dave Whitney, Larry Schickling and Andy Gappa; motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to authorize Bolton & Menk to prepare a Feasibility Report for the Joy Avenue Project. Voting in favor of said motion; Mike Grote, Dave Whitney, Cody Eager, Larry Schickling and Andy Gappa motion was approved. A Motion was made by Larry Schickling and seconded by Cody Eager to authorize Bolton & Menk to perform topo surveys on 2nd Street NE and 5th Street SE. These two streets are being reviewed to add to the Joy Avenue project. Voting in favor of said motion; Mike Grote, Cody Eager, Larry Schickling and Andy Gappa and Dave Whitney; motion was approved. A Motion was made by Larry Schickling and seconded by Cody Eager to allow Andy Miller (223 First Street SE) to remove his existing sidewalk on the west side of his property. Voting in favor of said motion; Mike Grote, Cody Eager, Larry Schickling and Andy Gappa and Dave Whitney; motion was approved. A Motion was made by Dave Whitney and seconded by Andy Gappa to temporarily designate two parking spots (one in front of Veteran Park and one in front of City Hall/Knutson Casey’s) for Ambulance responders. Voting in favor of said motion; Mike Grote, Cody Eager, Larry Schickling and Andy Gappa and Dave Whitney; motion was approved. This motion was made during Citizen’s Communication – Checking with Attorney to see is this motion is valid. With no further business before the Council, A Motion was made by Andy Gappa and seconded by Cody Eager to adjourn the meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, Cody Eager, Larry Schickling and Dave Whitney. Voting against none, motion carried.
