City Council Meeting
Monday, April 13, 2020
The meeting was called to order by Mayor Mike Grote via phone conference. Those in
attendance were; Mike Grote, Cody Eager, Andy Gappa, Larry Schickling and David
Whitney.

A Motion was made by David Whitney and seconded by Andy Gappa to approve the
Consent Items with adding two new agenda items:
Board of Appeal and Equalization meeting to be held on May 4 th as a phone
meeting.
HR Green proposal for Value Engineering for the Joy and Main Project.
Voting in favor of said motion, Mike Grote, Cody Eager, Larry Schickling, Andy Gappa
and David Whitney, motion was approved.
A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the
board of Appeal and Equalization Meeting on May 4th by Teleconference. Voting in
favor of said motion by roll call; Mike Grote-Yes, Larry Schickling-Yes, Cody Eager-Yes,
Andy Gappa-Yes and Dave Whitney-Yes. Motion was approved.
A Motion was made by David Whitney and seconded by Andy Gappa to approve the
proposal from HR Green to provide Peer Review and Funding Assistance for the 2020
Street & Utility Improvement Project (Joy Avenue and Main Street) for $12,000-$29,000.
Will discuss with County if a portion will be paid by them for these services. Voting in
favor of said motion by roll call; Mike Grote-Yes, Larry Schickling-Yes, Cody Eager-Yes,
Andy Gappa-Yes and Dave Whitney-Yes. Motion was approved.
A Motion was made by David Whitney and seconded by Cody Eager to approve
Resolution 2020-09 Deferring Business Loans for 3 months starting April 1st, 2020.
Voting in favor of said motion by roll call; Mike Grote-Yes, Larry Schickling-Yes, Cody
Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes. Motion was approved.
A Motion was made by Larry Schickling and seconded by Andy Gappa to approve
Chamber request for Park Day’s funding. Fireworks $3500.00 and additional
promotional funding of $6500.00 Voting in favor of said motion by roll call; Mike Grote-
Yes, Larry Schickling-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes.
Motion was approved.
A Motion was made by David Whitney and seconded by Cody Eager to approve
Madelia Chamber and Lost Sanity Temporary Liquor License for Park Day’s. Voting in
favor of said motion by roll call; Mike Grote-Yes, Larry Schickling-Yes, Cody Eager-Yes,
Andy Gappa-Yes and Dave Whitney-Yes. Motion was approved.
A Motion was made by Larry Schickling and seconded by David Whitney to approve the
purchase of a 2008 Ford ¾ ton extended cab with 50,000 miles for $17,000.00 from the
Madelia Light and Power. Ben will get quotes of the additional items that are needed for
the truck, example a lift gate. Voting in favor of said motion by roll call; Mike Grote-Yes,
Larry Schickling-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes.
Motion was approved. .
A Motion was made by David Whitney and seconded by Larry Schickling to approve the
2020 road closures:
Memorial Day Parade – May 25th, 2020
Park Day’s Parade – July 10th, 2020
Madelia Hospital Run – July 11th, 2020
Fire Prevention Week – The Weed of October 4th
Homecoming Parade –
Razzle Dazzle Parade – November 20th, 2020
Voting in favor of said motion by roll call; Mike Grote-Yes, Larry Schickling-Yes, Cody
Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Cody Eager to approve 3 year
Service Partnership renewal with Hach for the phosphorus analyzer for $24,054.10.
Voting in favor of said motion by roll call; Mike Grote-Yes, Larry Schickling-Yes, Cody
Eager-Yes, Andy Gappa-Yes and Dave Whitney-Abstained. Motion was approved.
A Motion was made by Larry Schickling and seconded by Andy Gappa to approve going
forward and amending Ordinance 90.05 Peddlers and Solicitor and adding Transient
Merchant. First reading will be at April 27th meeting and Public Hearing is scheduled on
May 11th, 2020. Voting in favor of said motion by roll call; Mike Grote-Yes, Larry
Schickling-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes. Motion
was approved.
A Motion was made by Larry Schickling and seconded by Andy Gappa to approve
moving forward with Aquatic Design Solution, LLC to do plans and specs and bidding
services for painting the big and small pool for $5000.00. Voting in favor of said motion
by roll call; Mike Grote-Yes, Larry Schickling-Yes, Cody Eager-Yes, Andy Gappa-Yes
and Dave Whitney-Yes. Motion was approved.
With no further business before the Council, A Motion was made by David Whitney and
seconded by Larry Schickling to adjourn the meeting. Voting in favor of said motion by
roll call; Mike Grote-Yes, Larry Schickling-Yes, Cody Eager-Yes, Andy Gappa-Yes and
Dave Whitney-Yes. Motion was approved.
