City Council Meeting Monday, August 24, 2020 The meeting was called to order by Mayor Mike Grote via phone conference. Those in attendance were; Mike Grote, Cody Eager, Andy Gappa, Larry Schickling and Dave Whitney. Roll call being taken: Mike Grote David Whitney Cody Eager Andy Gappa Larry Schickling Chris Fischer Chris Paul Chief Prescher Heather Thomas – Times Messager A Motion was made by Dave Whitney and seconded by Cody Eager to approve the Consent Items with addition of extending License for Lost Sanity Brewing to operate at Block 3, Lot 11 and 12, Flander’s Addition in the City of Madelia. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes, Larry Schickling-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve Resolution 2020-16 – A resolution authorizing the acceptance of the CARES funding. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes, Larry Schickling-Yes. Motion was approved. A Motion was made by Larry Schickling and seconded by Cody Eager to approve Resolution 2020-17 – A resolution authorizing the participation and contribution of CARES funds for Business Grant Opportunity through the St. James EDA. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes, Larry Schickling-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve Resolution 2020-18 – A resolution accepting a donation to the city. The Board of the Kid’s Place is making a donation of $10,000 to the City of Madelia for swimming lesson scholarships and equipment needs for lessons, summer recreation t-ball, summer recreation art activities, summer recreation golf. This money will be established in it’s own fund. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney -Yes and Larry Schickling-Yes. Motion was approved. A Motion was made by Dave Whitney and seconded by Cody Eager to approve assigning 515 and 517 Drew Avenue SE to Parcel ID: R17.501.0015. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes, Larry Schickling-Yes. Motion was approved. A Motion was made by Cody Eager and seconded by Larry Schickling to approve a curb cut of 36’ at 515 and 517 Drew Avenue SE. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes, Dave Whitney-Yes, and Larry Schickling-Yes. Motion was approved. A Motion was made by Larry Schickling and seconded by Cody Eager to set Public Hearing date of September 28, 2020 for petition for annexation of .52 acres located in Section 22, Township 107, Range 30, Watonwan County, Minnesota. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes, Larry Schickling-Yes. And Dave Whitney-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to set Publich Heating date of September 28, 2020 for 55.053 Establishing Wastewater Rates and Costs and 52.012 Establishing Water Rates. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes, Larry Schickling-Yes. Motion was approved. Dave Whitney abstained from vote. A Motion was made by Dave Whitney and seconded by Cody Eager to extend Lost Sanity’s License to operate at Block 3, Lot 11 and 12, Flander’s Addition in the City of Madelia until November 1st. Entertainment can also continue until then. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes, Larry Schickling-Yes. And Dave Whitney-Yes. Motion was approved. Council went into closed session. A Motion was made by Andy Gappa and seconded by Cody Eager to close the closed session. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Larry Schickling-Yes and Dave Whitney-Yes. Motion was approved. With no further business before the Council, A Motion was made by Dave Whitney and seconded by Larry Schickling to adjourn the meeting.
