City Council Meeting Monday, September 14, 2020 The meeting was called to order by Mayor Mike Grote. Those in attendance were; Mike Grote, Cody Eager, Andy Gappa, Larry Schickling and Dave Whitney. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the Consent Items with addition of Street Departments request for MnBid bidding amount on a plow truck. Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes, Larry Schickling-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve Resolution 2020-19 – A resolution relating to the issuance of General Obligation Sewer Revenue Bonds, Series 2020B; Covenanting and Obligating the city to be Bound by and to use the Provisions of Minnesota Statutes, Section 446A.086 to Guarantee the Payment of the Principal and Interest of the Bonds. Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Larry Schickling-Yes. Motion was approved. Dave Whitney abstained from vote. A Motion was made by Andy Gappa and seconded by Cody Eager to approve advertising for Water Operator/Utility Position. Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Larry Schickling-Yes. Motion was approved. Dave Whitney abstained from vote. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve advertising for Fire Department Position. Voting in favor of said motion; Mike Grote- Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney -Yes and Larry Schickling-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to table the River View Heights Covenants discussion and action until after resident meeting. Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes Dave Whitney-Yes and Larry Schickling-Yes. Motion was approved. A Motion was made by Larry Schickling and seconded by Dave Whitney to approve the purchase of 125 First Street SW for $21,800.00. This site will allow the City to drill a new well right by Well #4. Voting in favor of said motion; Mike Grote-Yes, Cody Eager- Yes, Andy Gappa-Yes, Dave Whitney-Yes and Larry Schickling-Yes. Motion was approved. A Motion was made by Larry Schickling and seconded by Andy Gappa to advertise for sealed bids for purchasing 125 First street SW house and moving it. Details will be given at the September 28th, 2020 meeting. Voting in favor of said motion; Mike Grote- Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Larry Schickling-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Dave Whitney to accept the Swimming Pool sandblasting and pool painting to American Sandblasting Inc. in the amount of $72,850.00. Voting in favor of said motion; Mike Grote-Yes, Cody Eager- Yes, Andy Gappa-Yes, Dave Whitney-Yes and Larry Schickling-Yes. Motion was approved. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve the purchase of a single axle plow truck through MnBid at a cap of bidding of $12,000.00. Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Larry Schickling-Yes. Motion was approved. With no further business before the Council, A Motion was made by Andy Gappa and seconded by Cody Eager to adjourn the meeting. Voting in favor of said motion by roll call; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Larry Schickling-Yes and Dave Whitney-Yes. Motion was approved.
