City Council Meeting
Monday, September 28, 2020
The meeting was called to order by Mayor Mike Grote. Those in attendance were; Mike
Grote, Cody Eager, Andy Gappa, Larry Schickling and Dave Whitney.
A Motion was made by Andy Gappa and seconded by Larry Schickling to approve the
Consent Items with change of date to the River View Heights meeting. Voting in favor
of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-
Yes, Larry Schickling-Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Cody Eager to approve
Resolution 2020-20 – A resolution to participate and contribute $20,000.00 with
Watonwan County, City of St. James and City of Butterfield in Watonwan County Non-
Profit Covid-19 Grant Program. Voting in favor of said motion; Mike Grote-Yes, Cody
Eager-Yes, Andy Gappa-Yes and Larry Schickling-Yes. Motion was approved. Dave
Whitney abstained from vote.
A Motion was made by Andy Gappa and seconded by Cody Eager to adopt Resolution
2020-21, Resolution Adopting the Preliminary Property Tax Levy for 2021, and
Establishing Budget Sessions and Public Hearing to Set Final Property Tax Levy and
2021 Budget. Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy
Gappa-Yes and Larry Schickling-Yes. Motion was approved. Dave Whitney abstained
from vote.
A Motion was made by Larry Schickling and seconded by Cody Eager to approve
Ordinance No. 55.053 Establishing Sewer Services Rates for year 2021. Voting in favor
of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, and Larry
Schickling-Yes. Motion was approved. Dave Whitney abstained.
A Motion was made by Andy Gappa and seconded by Cody Eager to approve
Ordinance No. 52.013 Establishing Water Rates for year 2021. Voting in favor of said
motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Larry Schickling-Yes.
Motion was approved. Dave Whitney abstained.
A Motion was made by Larry Schickling and seconded by Andy Gappa to approve
Ordinance No. 1.7020 Annexation of Property. Voting in favor of said motion; Mike
Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Larry
Schickling-Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Larry Schickling to approve the
Registered Land Survey No. 4 for the annexation of property in Ordinance No. 1.7020
Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes,
Dave Whitney-Yes and Larry Schickling-Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Cody Eager to schedule a
special meeting on October 12 after the Council meeting in the Fire Hall Basement.
River View Heights Residents are welcome to come. Voting in favor of said motion;
Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Larry
Schickling-Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Larry Schickling to set a Public
Hearing on October 12th at 6:00 for vacating a portion of alley between Drew Avenue
and Eager Avenue on block 2 between lots 5, 6, 7, 14, 15, and 16. Voting in favor of
said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney-Yes
and Larry Schickling-Yes. Motion was approved.
A Motion was made by Larry Schickling and seconded by Cody Eager to contributing
$10,000.00 of the CARES funding to the Madelia Food Shelf. Voting in favor of said
motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney-Yes and
Larry Schickling-Yes. Motion was approved.
With no further business before the Council, A Motion was made by Larry Schickling
and seconded by Andy Gappa to adjourn the meeting. Voting in favor of said motion;
Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Larry Schickling-Yes and Dave
Whitney-Yes. Motion was approved.
