City Council Meeting Monday, December 14, 2020 The meeting was called to order by Mayor Mike Grote. Those in attendance were; Mike Grote, Cody Eager, Andy Gappa, Larry Schickling and Dave Whitney (via phone). A Motion was made by Andy Gappa and seconded by Cody Eager to approve the Consent Items. Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Larry Schickling- Yes and Dave Whitney-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve Resolution 2020- 30, A Resolution certifying the 2021 Property Tax Levy in the amount of $576,276.19. This is a 3% increase on the General Fund. The Debt Service is levied at $74,870.31. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Shickling- Yes, Cody Eager-Yes and Dave Whitney -Yes. Motion was approved. A Motion was made by Larry Schickling and seconded by Dave Whitney to approve 2021 Fire Department Officers: Ryan Visher – Chief Adam Lawrence – 1st Assistant Chief Bill Crowley – 2nd Assistant Chief John Tierney – Training Officer Mark Slater – Secretary Grant Halverson – Captain Travis Bottelson - Captain Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Dave Whitney-Yes, Larry Schickling-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Cody Eager to approve “Not Waiving” the City’s monetary limits on tort liability. This means an individual claimant could recover no more than $500,000 on any claim to which the statutory tort limits apply. The total all claimants could recover for a single occurrence to which the statutory tort limits apply would be limited to $1,500,000.00. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Dave Whitney-Yes, Larry Schickling-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Cody Eager and seconded by Andy Gappa to approve Michael Forstner to the Golf commission for a 2 year term 2021-2022. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling-Yes and Cody Eager-Yes. Motion was approved. Dave Whitney abstained. A Motion was made by Larry Schickling and seconded by Dave Whitney to approve the Watch Guard Police Bondy Cameras Quote for $15,349.00. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Dave Whitney-Yes, Larry Schickling-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Cody Eager to approve Pay Request No. 2 for the 2020 Street and Utility Improvement to W.W. Blacktopping for $275,805.43. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Dave Whitney-Yes, Larry Schickling-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Larry Schickling and seconded by Cody Eager to table the curb cut request from Tony Down for Parcel# 17.027.1300. The curb cuts that are being requested are on County Roads. The County will be contacted for this requested. Voting in favor of said motion; Mike Grote- Yes, Andy Gappa-Yes, Larry Schickling-Yes and Cody Eager-Yes. Motion was approved. Dave Whitney abstained. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve Ordinance No. 5.13, Ordinance granting CenterPoint Energy Resources a nonexclusive franchise to construct, operate, repairs and maintain facilities and equipment for the transportation, distribution, manufacture and sale of gas energy for public and private use and to use the public ways and grounds of the City of Madelia, Watonwan County, Minnesota. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Dave Whitney-Yes, Larry Schickling-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve Ordinance No. 5.14, Ordinance implementing a gas energy franchise fee on CenterPoint Energy Minnesota Gas for providing gas energy service within the City of Madelia, Minnesota. Residential - $4.00 a month Com A - $4.00 a month Com B - $10.00 a month Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Dave Whitney-Yes, Larry Schickling-Yes and Cody Eager-Yes. Motion was approved. With no further business before the Council, A Motion was made by Larry Schickling and seconded by Cody Eager to adjourn the meeting. Voting in favor of said motion; Mike Grote-Yes, Cody Eager- Yes, Andy Gappa-Yes, Larry Schickling-Yes and Dave Whitney-Yes. Motion was approved. Stat. § 13D.021 City of Madelia City Council Meeting Notice of Meeting by Telephone or Other Electronic Means NOTICE IS HEREBY GIVEN that the City Council of City of Madelia will hold its regular meeting on Monday, December 14, 2020 @ 5:45p.m. at Fire Hall Basement, 116 West Main, Madelia MN 56062. In accordance with the requirements of Minn. Stat. Section 13D.021, Mike Grote, the Mayor has determined that an in person meeting is not practical or prudent because of a health pandemic or an emergency declared under Chapter 12 of the Minnesota statutes. Because of the health pandemic, it has been determined that attendance at the regular meeting location by members of the public is not feasible. Because of the health pandemic, it has been determined that the physical presence at the regular meeting location by at least one member of the body, chief legal counsel or chief administrative offices is not feasible. Therefore, some or all of the City Council member may be participating by telephone or other electronic means. If the public would like to join the meeting via Webex, please contact City Hall by 5:00p.m. on Monday, December 14th, 2020 to receive an email with a link or a password to call in.
