City Council Meeting Monday, February 8, 2021 The meeting was called to order by Mayor Mike Grote. Those in attendance were Mike Grote, Cody Eager, Andrew Gappa, Dave Whitney and Larry Schickling. A Motion was made by Andrew Gappa and seconded by Dave Whitney to approve the Consent Items with the following additions: 1. Discuss or take appropriate action on Mayor Appointment of removing Dave Whitney from Street Commission and replacing with Cody Eager. 2. Discuss or take appropriate action on Fire Department request to purchase a 2003 Ford F250 crew cab. 3. Discuss or take appropriate action on Dustin VanHale curb cut of 40’ at 600 Haynes Ave NE. Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Larry Schickling-Yes and Dave Whitney-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Cody Eager to approve Resolution 2021-02 resolution relating to the issuance of General Obligation Utility Revenue Bonds, Series 2021A. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling-Yes, Dave Whitney and Cody Eager-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve Resolution 2021-03 resolution authorizing the issuance and sale by the City of its revenue refunding note (Madelia Community Hospital, Inc. Project) Series 2021. Authorizing execution of documents relating to said note and authorizing other action to be taken with respect to the issuance, sale, and delivery of said note. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling-Yes and Cody Eager- Yes, and David Whitney-Yes. Motion was approved. A Motion was made by Larry Schickling and seconded by Dave Whitney to approve Officer Colin Meadows to be removed from new employment probation. Officer Meadows one year anniversary was February 6th, 2021. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling-Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to remove Dave Whitney from Street Commission and replace with Cody Eager. This was a request from Dave Whitney. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling-Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to table the Fire Department’s request to purchase a 2003 Ford F250 (gas) Crew Cab with 92,000 miles for $14,500.00 was tabled for further discussion. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling-Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Dave Whitney and seconded by Cody Eager to approve the 40’ curb cut that was requested by Dustin VanHale (Total Lawn Care) at 600 Haynes Avenue NE on the south end of his property. Voting in favor of said motion; Mike Grote- Yes, Andy Gappa-Yes, Larry Schickling-Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. With no further business before the Council, a Motion was made by Cody Eager and seconded by Dave Whitney to adjourn the meeting. Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney and Larry Schickling- Yes. Motion was approved.
