City Council Meeting Monday, April 12, 2021 The meeting was called to order by Mayor Mike Grote. Those in attendance were Mike Grote, Cody Eager, Andrew Gappa, Dave Whitney and Larry Schickling. Others presented were Patrick Casey, City Attorney, Chris Fischer, Chief Prescher, Heather Utz, Jim Petersen, Matt Gunderson, Wade Johnson, John Tierney and Michelle VanHee. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the Consent Items with the following additions: 1. Sam Crowley’s resignation as Utility Billing/Receptionist 2. Advertise the Utility Billing/Receptionist Position 3. A Motion was made by Andy Gappa and seconded by Cody Eager to approve GM Contracting, Inc. bid of $290,685.15 for the 2021 Water Looping Project. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling- Yes and Cody Eager-Yes, Dave Whitney abstained. Motion was approved. Resolution will be on the April 26th, 2021, Council Meeting. A Motion was made by Cody Eager and seconded by Andy Gappa to approve the land purchase of 1.15 acres from Todd Reihs for $12,000 for the water tower project. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling- Yes, Cody Eager-Yes. Motion was approved. Dave Whitney abstained. A Motion was made by Andy Gappa and seconded by Cody Eager to approve the Pay Application No. for 2021 Wastewater Facility Improvements for $31,811.70. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling- Yes and Cody Eager-Yes. Motion was approved. Dave Whitney abstained. A Motion was made by Dave Whitney and seconded by Cody Eager to approve awarding 2021 Seal Coat Bid to Pearson Bros. for $61,947.64. One other bid was received from Allied Blacktop Co. for $65,097.52. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling- Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve hiring Walker Froehling as Golf Course Manager. Voting in favor of said motion; Mike Grote- Yes, Andy Gappa-Yes, Larry Schickling- Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Cody Eager to approve Sam Crowley’s resignation. Her last day will be April 29, 2021. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling- Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve advertising the Utility Billing/Receptionist poisition. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling- Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Cody Eager and seconded by Dave Whitney to approve Kaitlyn Kirchner to plant 4 apple trees on the Community Garden property. An agreement with the school FFA program to maintain these trees will need to be developed. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling- Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Dave Whitney to table the Jay Christenson request for hooking up to water and sewer. Jay Christenson property is currently not annexed into the City. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Larry Schickling- Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. With no further business before the Council, A Motion was made by Cody Eager and seconded by Dave Whitney to adjourn the meeting. Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney and Larry Schickling- Yes. Motion was approved. MADELIA CITY COUNCIL AGENDA Notice of Meeting Pursuant to Minn. Stat. § 13D.021 City of Madelia City Council Meeting Notice of Meeting by Telephone or Other Electronic Means NOTICE IS HEREBY GIVEN that the City Council of City of Madelia will hold its regular meeting on Monday, April 12th, 2021 @ 6:00p.m. at Fire Hall Basement, 116 West Main, Madelia MN 56062. In accordance with the requirements of Minn. Stat. Section 13D.021, Mike Grote, the Mayor has determined that an in person meeting is not practical or prudent because of a health pandemic or an emergency declared under Chapter 12 of the Minnesota statutes. Because of the health pandemic, it has been determined that attendance at the regular meeting location by members of the public is not feasible. Because of the health pandemic, it has been determined that the physical presence at the regular meeting location by at least one member of the body, chief legal counsel or chief administrative offices is not feasible. Therefore, some or all of the City Council member may be participating by telephone or other electronic means. If the public would like to join the meeting via Webex, please contact City Hall by 5:00p.m. on Monday, April 12th, 2021 to receive an email with a link or a password to call in.
