Monday, April 26, 2021
The meeting was called to order by Mayor Mike Grote. Those in attendance were Mike
Grote, Cody Eager, Andrew Gappa and Dave Whitney.
Others presented were Patrick Casey, City Attorney, Chris Fischer, Chief Prescher,
Heather Utz, Jim Petersen, Matt Gunderson, Wade Johnson, John Tierney and Michelle
VanHee.
A Motion was made by Andy Gappa and seconded by Cody Eager to approve the
Consent Items with the following additions:
1. Curb Cut on Buck Ave by Well #2 Pump House of 14 feet.
Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, and
Dave Whitney - Yes. Motion was approved.

A Motion was made by Dave Whitney and seconded by Andy Gappa to approve
Resolution 2021-08 Madelia chamber of Commerce/Fire Relief Association Raffle on
July 31, 2021. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Dave
Whitney and Cody Eager-Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Cody Eager to approve
Resolution 2021-09 Accepting Council Member Larry Schickling’s Resignation and
Declaring a Vacancy. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes
and Cody Eager-Yes. Motion was approved.
A Motion was made by Dave Whitney and seconded by Andy Gappa to approve
Resolution 2021-10 Accepting Bid for the 2021 Water Looping Project to GM
Contracting for $290,685.15. This was approved on April 12th, 2021 meeting. Voting in
favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Cody Eager-Yes and Dave
Whitney-Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Cody Eager to approve the Pay
Application No. 2 for 2021 Wastewater Facility Improvements for $6,697.50. Voting in
favor of said motion; Mike Grote-Yes, Andy Gappa-Yes and Cody Eager-Yes. Motion
was approved. Dave Whitney abstained.
A Motion was made by Dave Whitney and seconded by Andy Gappa to approve tabling
the Planning and Zoning-Code Enforcement Position. Voting in favor of said motion;
Mike Grote-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion
was approved.
A Motion was made by Andy Gappa and seconded by Dave Whitney to approve moving
forward with Jeff and Tammy Ulmen request for full liquor license. Jeff and Tammy will
need to fill out and submit City of Madelia’s application and Department of Public Safety
application along with all necessary insurance requirements. Jeff and Tammy Ulmen
will need to complete purchasing of property. After everything has been completed,
they will need to return to Council for approval. Voting in favor of said motion; Mike
Grote-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was
approved.
A Motion was made by Andy Gappa and seconded by Cody Eager to approve moving
forward with Casey’s request for 3.2 liquor license. Casey’s will need to fill out an
application with the City and Department of Public Safety. More research will be done
about approving this license because of the Municipal Liquor Store in town. Voting in
favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Cody
Eager-Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Dave Whitney to approve The
purchase of the utility locating equipment for $12,900.00 contingent of a safety grant to
pay for 50%. This expense will be split between Water and Wastewater Funds. Voting
in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Cody
Eager-Yes. Motion was approved.
A Motion was made by Dave Whitney and seconded by Cody Eager to approve a 14’
foot curb cut at Well #2 on Buck Avenue NW. Voting in favor of said motion; Mike
Grote-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was
approved.
Citizen’s Communication:
Congratulation to John Tierney for passing his Class C Wastewater License. John now
holds a Class C in Water and Wastewater.
Board of Equalization is scheduled for May 3rd, 2021 at 6:00p.m. in the Fire Department.
Will discuss with County Engineer about paving Main Street by the Chamber for
watermain repairs instead of leaving it exposed.
With no further business before the Council, A Motion was made by Dave Whitney and
seconded by Cody Eager to adjourn the meeting. Voting in favor of said motion; Mike
Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, and Dave Whitney. Motion was
approved.
