City Council Meeting
Monday, December 13, 2021 – Fire Hall Basement
The meeting was called to order by Mayor Mike Grote. Those in attendance were Mike
Grote, Cody Eager, Andrew Gappa, Dave Whitney and Glen Christensen.
Others presented were Chris Fischer, Chief Prescher, Heather Utz, Derrick VanHee,
Kathy Guyer, David Tran and Officer Bottelson.
A Motion was made by Dave Whitney and seconded by Cody Eager to approve the
Consent Items with no additions to the agenda. Voting in favor of said motion; Mike
Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Glen
Christensen-Yes. Motion was approved.

A Motion was made by Andy Gappa and seconded by Glen Christensen to approve
Resolution No. 2021-40, a Resolution certifying the 2022 Property Tax Levy in the
amount of $685,723.07. This is a 5.31% increase from 2021. Voting in favor of said
motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen –Yes, Dave Whitney-Yes
and Cody Eager-Yes. Motion was approved.

A Motion was made by Dave Whitney and seconded by Cody Eager to approve
Resolution No. 2021-41, a Resolution to approve St. Mary’s Parish Bingo and Raffle
request for January 30, 2022. Voting in favor of said motion; Mike Grote-Yes, Andy
Gappa-Yes, Glen Christensen –Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion
was approved.
A Motion was made by Andy Gappa and seconded by Glen Christensen to approve the
hire of David Tran for the full-time Police Officer position. Voting in favor of said motion;
Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen –Yes, Dave Whitney-Yes and
Cody Eager-Yes. Motion was approved.
Mayor Grote administered the Police Officer Oath with David Tran. Congratulations to
Officer Tran.
A Motion was made by Andy Gappa and seconded by Cody Eager to approve Pay
Application No. 9 to Staab Construction in the amount of $266,190.00. Voting in favor
of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Glen
Christensen-Yes. Motion was approved. Dave Whitney abstained from vote.
A Motion was made by Glen Christensen and seconded by Andy Gappa to approve
advertising for open position on the Light Plant Commission. This position is available
due to Jeff Ulmen resignation of the position to take an employment opportunity with the
Light Plant. Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy
Gappa-Yes, Dave Whitney-Yes and Glen Christensen-Yes. Motion was approved.
A Motion was made by Dave Whitney and seconded by Andy Gappa to remove
Michelle Rusten off of 6-month probation. Based on review staff has recommend that
Michelle be removed from probation. Michelle is a great addition to the staff. Voting in
favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Glen
Christensen-Yes. Motion was approved. Cody Eager abstained from vote.
A Motion was made by Andy Gappa and seconded by Glen Christensen to approve the
2022 Lake Crystal Rec Center Contract for managing the Madelia Swimming Pool for
the 2022 season. There is a job posting for a Madelia Manager currently. This position
will be hired by the Lake Crystal Rec Center and work under Katie Murphy. Voting in
favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave
Whitney-Yes and Glen Christensen-Yes. Motion was approved.
With no further business before the Council, A Motion was made by Cody Eager and
seconded by Andy Gappa to adjourn the meeting. Voting in favor of said motion; Mike
Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Glen
Christensen-Yes. Motion was approved.
