City Council Meeting Monday, December 27, 2021 – Fire Hall Basement The meeting was called to order by Mayor Mike Grote. Those in attendance were Mike Grote, Cody Eager, Andrew Gappa, Dave Whitney and Glen Christensen. Others presented were Chris Fischer, Chief Prescher, Heather Utz, Kathy Guyer, Jim Petterson and Paul Sheldon. A Motion was made by Cody Eager and seconded by Dave Whitney to approve the Consent Items with 2 additions to the agenda. 1. Resolution 2021-42 – Insurance Agent Record of Agent 2. Admin Item – “Not Waiving” the City’s monetary limits on tort liability. Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Glen Christensen-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve Application and Certificate for Loan Payment to PHLAG for $204,885.00. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen –Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. Agent of Record for Insurance Company agreement was discussed. A Motion was made by Dave Whitney to continue the 3-year rotation with no changes. This Motion dies due to no second. A Motion was made by Glen Christensen to approve Madelia Insurance for 1 (one) year with a change in process. This change in process would be to create an RFP for a 5-year term for the agent with expectations and commission stated. A written policy will be created for this process. Andy Gappa seconded the motion. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen –Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Andy Gappa and Seconded by Cody Eager to approve Resolution 2021-42 A Resolution to Appoint a City Insurance Agent for one year. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen –Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Dave Whitney and seconded by Glen Christensen to approve the 2022-2024 Police Union Contract. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen –Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve “Not Waiving” the City’s monetary limits on tort liability. This means an individual claimant could recover no more than $500,000 on any claim to which the statutory tort limits apply. The total all claimants could recover for a single occurrence to which the statutory tort limits apply would be limited to $1,500,000.00. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Dave Whitney-Yes, Glen Christensen-Yes and Cody Eager-Yes. Motion was approved. With no further business before the Council, A Motion was made by Cody Eager and seconded by Andy Gappa to adjourn the meeting. Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, Dave Whitney-Yes and Glen Christensen-Yes. Motion was approved.
