City Council Meeting Monday, April 11, 2022 The meeting was called to order by Mayor Mike Grote. Those in attendance were Mike Grote, Cody Eager, Andrew Gappa, Dave Whitney and Glen Christensen. Others presented were Patrick Casey, City Attorney, Chris Fischer, Chief Prescher, Heather Utz, Jim Pettersen and Michelle VanHee. A Motion was made by Cody Eager and seconded by Andy Gappa to approve the Consent Items with the following additions to the agenda: Additions: 5. Discuss and take appropriate action on support of Bill SF 2920/HF 2731 6. Discuss and take appropriate action on sending park shelter or bathroom plans to FEMA for funding. Small Cities Development Loan for $22,502.00. This loan will be deferred in 2027 if the resident resides in the home. The other loan is for Down Payment Assistance with the current balance of $2,385.34. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa- Yes, Glen Christensen- Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve Pay Request No. 13 for Staab Construction in the amount of $79,623.75 for the Wastewater Treatment project. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen- Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve the 2021 Transfers and Allocations: Transfers Water Fund to General Fund $125,000.00 Wastewater Fund to General Fund $50,000.00 Liquor Fund to General Fund $10,000.00 Allocations General Fund to Project 42 $805,000.00 General Fund to Police Capital $20,000.00 General Fund to Fire Capital $42,500.00 General Fund to Ambulance Capital $30,000.00 General Fund to Park Capital $100,000.00 Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen- Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve Application and Certificate No. 6 for payment to PHLAG Holdings LLC in the amount of $162,560.00 for the Government Center. Voting in favor of said motion: Mike Grote- Yes, Andy Gappa-Yes, Glen Christensen-Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Cody Eager and seconded by Glen Christensen to approve the support of SF 2920/HF 2731, Off sale wine in Madelia. A letter will be drafted by Glen Christensen for the Councilmembers. Voting in favor of said motion: Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. A Motion was made by Glen Christensen and seconded by Andy Gappa to approve sending plans for a prefab bathroom or park shelter awning to FEMA for approval of remaining funds. Voting in favor of said motion: Mike Grote-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Dave Whitney-Yes and Cody Eager-Yes. Motion was approved. With no further business before the Council, A Motion was made by Cody Eager and seconded by Andy Gappa to adjourn the meeting.
